An Act To Amend Title 16 Of The Delaware Code Relating To Fees For Vital Certificates. [HB-286]
This Act increases all fees for certified and non-certified copies of vital records to $25. Certified copies of marriage certificates are already $25. The Act also increases the fee for all heirloom certificates to $35. This Act removes reference to funding being used for the Delaware Children’s Trust Fund, since the Delaware Children’s Trust Fund is no longer in existence.

An Act To Amend Titles 7 And 30 Of The Delaware Code Relating To Occupational Licenses And Fees. [HB-287]
This Act establishes a business license for firms engaged in the business activity of crude oil lightering. The annual license fee is $100,000. Crude oil lightering operators would not be subject to the gross receipts tax. Section 1 of the Act establishes the annual business license fee for crude oil lightering operators. Section 2 of the Act exempts crude oil lightering operators from the gross receipts tax and revises out-of-date references. An Act To Amend Title 7 And Title 30 Of The Delaware Code And Chapter 282, Volume 76 Of The Laws Of Delaware Relating To Gross Receipts Taxes. [HB-289]
This Act increases certain General Fund business and occupational gross receipts tax rates. Sections 1 and 5 through 19 of the Act set forth the specific gross receipts tax rate increases made by the Act. Sections 2, 3 and 4 of the Act correct outdated cross references to service business license categories for purposes of the Occupational License Taxes. Section 20 of the Act eliminates a sunset provision that would have automatically repealed the gross receipts tax rate increases that were enacted in 2008. An Act To Amend Titles 3, 12 And 30 Of The Delaware Code Relating To The Estate Tax. [HB-291]
This Act reinstates Delaware’s estate tax. Prior to 2002, the Internal Revenue Code allowed states to effectively share estate tax revenue with the federal government. From 2002 to 2005, the states’ share of this arrangement was phased-out. Under this Act, Delaware’s estate tax will be calculated using the rate schedule for state tax credits available under federal law in 2001. An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-299]
Currently, if a person intentionally causes serious physical injury or physical injury to first responders such as a law enforcement officer or firefighter that person has committed the offense of assault in the first degree or assault in the second degree respectively. This bill includes emergency medical technicians, fire police, fire marshals and paramedics acting in the lawful performance of duty to the group of first responders listed as special victims for assault in the first degree and assault in the second degree.

An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-304]
This bill provides that a person who stands in a position of trust, authority or supervision over a child who is at least 16 years old but not yet 18 years old and intentionally engages in sexual intercourse or sexual penetration with such child or an invitee or designee of such person shall have committed the offense of Rape in the 3rd degree which is a class B felony. This offense is currently Rape in the 4th degree which is a class C felony.
