An Act To Amend Titles 3 And 29 Of The Delaware Code Relating To The Licensing Of Venues Which Did Not Conduct Harness Racing During 1992 As Video Lottery Agents. [HB-194]
This Act authorizes any holder of a valid Delaware thoroughbred or harness racing license granted as of September 1, 2008: (1) the right to become a video lottery agent if it otherwise meets the eligibility criteria for licensure; (2) the obligation to maintain a certain minimum number of harness racing race days; and (3) the duty to make payments to the State Lottery Fund comparable to those made by existing video lottery agents. An Act To Amend Title 25 Of The Delaware Code Relating To Manufactured Home Communities. [HB-200]
This bill requires certain disclosures by the community owner/landlord to the prospective tenant prior to the tenant entering into a lease agreement with the community owner/landlord. In addition, the bill requires that a prospective tenant receive counseling, provided by Delaware Manufactured Homeowners Association, or any subsequent replacement entity therefore, as to material terms of the lease agreement and other relevant documents relating to the manufactured home community. An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-206]
This bill increases the penalties for the crime of “sex offender unlawful sexual conduct against a child” when the victim is under the age of eighteen and has a cognitive disability. Additionally, the bill amends the definition of “without consent” as it applies to sex crimes to help protect individuals with cognitive disabilities.

An Act To Amend Title 11 Of The Delaware Code Relating To The Special Law Enforcement Assistance Fund. [HB-207]
This bill specifies that funds from the Special Law Enforcement Assistance Fund shall be used for the additional limited purpose of constructing a memorial consistent with and in furtherance of House Joint Resolution No. 3 of the 145th General Assembly. An Act To Amend Title 25 Of The Delaware Code Relating To Manufactured Homes. [HB-208]
The bill requires that, if a community owner/landlord chooses to provide utility needs to a tenant, the community owner/landlord shall provide such utilities to a tenant at the rate that the community owner/landlord paid to the utility provider or supplier. In addition, as an alternative, the community owner/landlord must allow the tenant to purchase utilities directly from a utility provider or supplier, consistent with a free market system, and at no additional cost to the tenant from the community owner/landlord. An Act To Amend Title 4 Of The Delaware Code Relating To Licensing Fees. [HB-210]
This Bill would change the license fees of licenses to sell alcoholic liquors which have remained the same since 1955. In addition to modernizing the fees, the Bill will require all licensees that wish to sell alcoholic liquors on Sunday to pay an additional fee. Currently taprooms, taverns, farm wineries, and package stores are not required to pay an additional fee while other licensees are.
