An Act To Amend Title 11 The Delaware Code Relating To Chokeholds. [HB-350]
This Act creates the crime of Aggravated Strangulation. A person is guilty of Aggravated Strangulation if the person is a law-enforcement officer, and while acting within the persons official capacity as a law-enforcement officer, knowingly or intentionally uses a chokehold on another person. Under this Act, a chokehold is only justifiable when the person reasonably believes deadly force is warranted in order to protect the life of a civilian or law-enforcement officer. An Act To Amend Title 29 Of The Delaware Code Relating To The Lottery. [HB-100]
This bill requires the Lottery Director to use his or her authority to reestablish a sports lottery, which will enhance the Delaware Lottery, protect Delaware employment, help Delaware and its lottery meet new competition, and provide additional revenues for the State. The bill is intended to provide a significant additional source of revenue to the State. The sports lottery excludes collegiate sporting events that involve a Delaware college or university. This Act requires that any rental payments or rental increases shall be paid in equal, pro rata, amounts extended equally over a calendar year. Any requirement of a lump sum payment for rent shall be forbidden, unless the tenant requests such payment, and the owner/landlord agrees to such lump sum payment.

An Act To Amend Titles 14 And 15 Of The Delaware Code Relating To School Boards And School Board Elections. [HB-117]
This bill will save the State of Delaware money by having school board elections on the date of the general election and it will increase the voter turnout for school board elections. An Act To Amend Title 21 Of The Delaware Code Relating To Vehicle Plates. [HB-122]
This Act shall make it unlawful for the owner of a vehicle operated on a highway to use or install scrolling, strobe, and/or blinking lights around a number plate for purposes of advertisement, conveying a message or any other communication, and/or that in any way causes distraction to another operator of a vehicle on the highway. An Act To Amend Title 11 Of The Delaware Code Pertaining To Compensation For Innocent Victims Of Crime. [HB-133]
This bill will allow innocent victims of crime to receive compensation for mental health counseling, costs of attending criminal proceedings, and expenses related to essential personal safety property. Such compensation would only be available in cases where a “cold case” is reopened, or the offender seeks release through the Board of Parole or appears in court for purposes of post-conviction relief or appeal of the conviction.
