An Act To Amend Title 9 Of The Delaware Code Relating To County Government And County Administrators. [SB-292]
This Act aligns Sussex County’s fiscal tax year with the County’s budget year of July 1 to June 30. Additionally, the Act places Sussex County’s fiscal tax deadline date closer to the tax billing date of the local school districts, on whose behalf Sussex county collects local property taxes.

An Act To Amend The Delaware Code Relating To The Board Of Medical Practice. [SB-296]
This act reorganizes and renames the Board of Medical Practice to better reflect the Board's responsibilities and improve public understanding of the Board's role. The act also expedites resolution of emergency cases, improves the investigatory authority of the Board, clarifies the protections for persons reporting unprofessional conduct, and allows for greater input by persons who are not medical professionals. An Act To Amend Titles 16 And 24 Of The Delaware Code Relating To The Reporting Of Abuse And Unprofessional Practice. [SB-297]
This act promotes the reporting of child abuse and allegations of unprofessional practice by healthcare practitioners and institutions. Section 1 clarifies that the mandatory duty to report child abuse or neglect applies to all persons, and specifically includes institutions such as hospitals, nursing homes and the Medical Society. An Act To Amend Title 24 Of The Delaware Code Relating To The Imposition Of Fines By The Board Of Medical Practice. [SB-298]
This act increases the incentive for persons with a mandatory reporting obligation under the Medical Practice Act to comply with their obligation under that Act. Sections 1 and 2 of the bill give the Board of Medical Practice additional flexibility to impose appropriate fines by increasing the range of fines from a maximum of $5,000 to a maximum of $10,000 for a first violation and $50,000 for a subsequent violation. An Act To Amend Title 7 Of Delaware Code Relating To Subdivided Residential Lots And Wetland Maps. [SB-299]
The purpose of this Bill is to protect owners of fully approved residential building lots from losing their right to build or expand a residence on such lots as the result of adoption of wetland maps at some later time. The Department has adopted regulations which strictly prohibit the construction of residences on areas which have been mapped as State wetlands.

An Act To Amend Title 20, Chapter 31 Of The Delaware Code Relating To Emergency Management. [SB-306]
Currently, including during the recent snowstorms, when the Governor restricts vehicles from the State’s roadways due to unsafe conditions, a criminal sanction is the only available penalty for drivers who are caught by law enforcement on the roads. An Act To Amend Title 21, Chapter 41 Of The Delaware Code Relating To Rules Of The Road. [SB-307]
This Bill is a companion bill to Senate Bill 306 which creates a 3-tiered driving restriction system for future storms or other emergencies. A person who violates a Level 2 Driving Restriction or Level 3 Driving Ban pursuant to 3116(b)(12), Title 20 of the Delaware Code shall be guilty of Operation of a Motor Vehicle During an Emergency and will be fined no less than $25.00 nor more than $115.00. A person convicted of a subsequent offense shall be fined no less than $50.00 nor more and $200.00, or imprisoned for not less than 10 nor more than 30 (continued...)

This Act clarifies the situations where a police or firefighter may retire from the employment of one Delaware county or municipal fire or police department and receive pension benefits, then subsequently obtain employment in a different county or municipal system while continuing to receive pension benefits from the County/Municipal Pole/Firefighter Pension Plan.

An Act To Amend Titles 11 And 29 Of The Delaware Code Relating To The State Employees' Pension Plan, The County And Municipal Employees' Pension Plan, The County And Municipal Police/firefighter Pension Plan, The State Judiciary Pension Plan, The State Police Pension Plan, And Pensions. [SB-325]
This Act provides that persons with disabilities who are eligible for a service pension, disability pension, or survivor's pension, , can direct the Delaware Public Employees’ Retirement System to place eligible pension benefits directly into a Miller trust, without those pension funds adversely affecting an individual’s eligibility for Medicaid or other benefits. Income generated by the trust that remains in the trust is not income to the individual.
