An Act To Amend Title 29 Of The Delaware Code Relating To Libraries. [HB-340]
This Act enables Delaware’s public libraries to respond to expanding demand for and use of wireless and mobile technologies while clarifying that the use of such devices is subject to the Delaware Children’s Internet Protection Act. The Act furthers the goal of protecting minors from viewing obscene materials on the Internet by requiring libraries to post notices advising patrons to follow acceptable use policies and place appropriate controls on personal mobile and computing devices. An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-348]
This purpose of this Act is to provide greater protections for Delaware’s vulnerable and infirm adults, individuals the General Assembly considers to be particularly at risk of physical, emotional and/or financial exploitation. The Act creates a new criminal offense, Crime Against the Vulnerable or Infirm, which imposes enhanced penalties in more than 60 criminal offenses if the victim is a vulnerable or infirm adult.

An Act To Amend Titles 16 And 29 Of The Delaware Code Relating To Nursing Facilities And Similar Facilities. [HB-36]
This Bill clarifies the role of the Community Legal Aid Society, Inc. (CLASI), designated for the past 30 years as Delaware’s Protection and Advocacy Agency pursuant to federal law, in protecting patients and residents in nursing and similar facilities. As a complement to the existing protective system operated by the Department of Health and Social Services, CLASI is authorized to solicit and investigate reports of abuse, neglect, mistreatment and financial exploitation in covered facilities. An Act To Amend Title 30 Of The Delaware Code Relating To Economic Development Incentives. [HB-380]
This proposed tax credit intends to create incentives for existing businesses to partner with the State in the effort to create new employment opportunities for Delaware citizens, and to stimulate the Delaware economy by expanding the tax base. A finder’s fee, a tool used commonly by businesses, is an arrangement by which an intermediary finds, introduces, and brings together parties to a business opportunity. An Act To Amend Title 15 Of The Delaware Code Relating To Elections. [HB-381]
Current Delaware law allows individuals 18 and older, and those who will turn 18 before the next general election, to register to vote through the Division of Motor Vehicles. This act would allow 16 year olds to register to vote through the Division of Motor Vehicle at the time they first apply for their driver’s license. Such individuals, however, will not be allowed to vote unless they will turn 18 before the next general election.

An Act To Amend Title 29 Of The Delaware Code Relating To State Government [HB-384]
This Act amends the provisions of the Delaware Code relating to the criteria that the General Assembly must apply in determining the reapportionment and redistricting for the State. The Act provides that the General Assembly may not count as part of the population in a given district boundary any incarcerated individual who was not a resident of the State prior to the individual’s incarceration. An Act To Amend Title 16 Of The Delaware Code Relating To The Department Of Health And Social Services. [HB-39]
Currently statutory anti-retaliation and protective provisions for patients and others only apply to licensed long-term care (LTC) facilities. Only part of the Delaware Psychiatric Center (DPC) is a licensed LTC facility. This Bill, to protect all patients and employees at DPC, applies such protections to all the DPC facilities.
