Recommending That The County Recorder Of Deeds No Longer Be An Elected Office And That A Working Group Be Established To Develop Recommendations For Creating A Single Statewide Recordation System, Thereby Making State And County Government More Effective And Efficient. [HJR-12]
This resolution recommends that the County Recorder of Deeds no longer be an elected office, thereby streamlining the administration of these functions, reducing government costs, saving taxpayer dollars and improving the efficiency of state and county government. This resolution would establish a working group of all affected constituencies to develop the legislation necessary to allow for the creation of a single statewide recordation system in coordination with the Department of State. An Act To Amend Title 29 Of The Delaware Code Relating To The Freedom Of Information Act To Permit Video-conferencing In Certain Circumstances. [SB-104]
This Bill amends the Freedom of Information Act to take advantage of current technology by permitting members of certain public bodies to participate in a meeting using video-conferencing under certain conditions. Public bodies, other than elected public bodies, would be permitted to conduct meetings by video-conferencing. For example, school boards would not be permitted to conduct meetings by video conferencing. An Act To Amend Title 26 Of The Delaware Code Relating To Energy Efficiency Resource Standards And Energy Efficiency Planning. [SB-106]
This act creates Energy Efficiency Resource Standards (EERS) and sets goals for consumption and peak demand for electricity and natural gas utilities. The goals are 15% electricity consumption savings and 10% natural gas consumption savings by 2015. Savings will be reported to the State Energy Coordinator by Affected Energy Providers on an annual basis.
