An Act To Amend Title 14 Of The Delaware Code Relating To Education. [HB-387]
This bill provides for certain notice provisions concerning due process hearings involving children with disabilities relating to education of those children. Additionally, the bill provides that before a school district can appeal the decision of a due process hearing, a majority of the school board for such district must by affirmative vote decide to appeal.

This Act aligns Delaware law with the federal requirements of the reauthorized Individuals With Disabilities Education Act relating to the content of prior written notice, the requirements for the appointment of educational surrogates, and the applicable timelines for an administrative due process hearing. In December 2004, Congress amended and reauthorized the Individuals With Disabilities Education Act, 20 U.S.C. 1400, et seq. An Act To Amend Title 14 Of The Delaware Code Relating To Education. [HB-399]
This Bill will create the Inspire Scholarship Program. Inspire scholarships are available to Delaware students with excellent credentials and economic need to attend Delaware State University. The intent of this program is to increase the number of students in Delaware who attend college and complete degree programs. The amounts available to these grant recipients are subject to available funds and are capped at the grant amount available to SEED grant recipients. An Act To Amend Title 30 Of The Delaware Code Relating To Tobacco Product Tax. [HB-408]
The Act requires the destruction of any tobacco products forfeited for violations of 5342 of Title 30, which prohibits the possession of more than 10 packs or packages of untaxed tobacco. Current law requires the Department of Finance to sell any forfeited tobacco products by sealed bid to the highest bidder.

An Act To Amend Title 14 Of The Delaware Code Relating To Unit Funding. [HB-436]
With the approval of the General Assembly (through Epilogue) the Delaware Department of Education (DDOE) first piloted the needs based system in two school districts, Brandywine and Seaford. Following the first year of implementation, the needs based structure proved beneficial and provided the districts with more options in the use of resources. Since the 2004-2005 school year, the General Assembly authorized (through Epilogue) the implementation of the needs based formula in twelve of the nineteen school districts. An Act To Amend Title 16 Of The Delaware Code Relating To Permitting The Delaware State Fire Prevention Commission To Establish A Delaware Burn Camp To Help Young People Who Have Suffered Burns. [HB-44]

An Act To Amend Title 24 Of The Delaware Code Relating To The Treatment Of Minors By Physicians Under The Medical Practice Act. [HB-456]
This act would require a physician or physician's assistant treating a person 15 years of age or younger to have another adult in the room when that child is disrobed, partially disrobed or otherwise undergoing certain physical examinations. An Act To Amend Titles 11, 24 And 29 Of The Delaware Code Relating To Training On Child Sexual And Physical Abuse, Exploitation And Domestic Violence And The Mandatory Reporting Thereof. [HB-457]
This act implements several recommendations made by Dean Linda Ammons and the Delaware Department of Justice concerning additional training for the medical community and law enforcement on the prevention of child sexual and physical abuse and mandatory reporting obligations. Sections 1 and 2 require that new physicians swear that they have reviewed and acknowledged their duty to report unprofessional conduct to the Board, and training on child abuse and related issues would be required as part of the renewal process. An Act To Amend Title 24 Of The Delaware Code Relating To Registration To Practice Medicine. [HB-458]
This act improves the licensure and renewal requirements of Delaware law for physicians. Section 1 requires disclosure an applicant for licensure or renewal to disclose any professional regulatory investigation, and requires physicians to be fingerprinted by the State Bureau of Identification at least every ten years. This act improves the reporting process of the Board of Medical Practice by strengthening the Board's authority to police unprofessional conduct and clarifying and simplifying the Board's administrative procedures to improve the efficiency of the board and its ability to work with law enforcement.
