An Act To Amend Title 14 Of The Delaware Code Relating To The Mandatory Reporting Of School Crimes. [HB-347]
This Act implements recommendations of the Legislative Subcommittee of the School Discipline Task Force created by House Resolution No. 22 of the 145th General Assembly. Under current Delaware law, school officials have a mandatory obligation to report to the police and, in certain instances, initiate criminal prosecution of specific misdemeanor offenses (Assault in the 3rd Degree, Unlawful Sexual Contact in the 3rd Degree, Offensive Touching and Terroristic Threatening) committed by students over the age of 9. An Act To Amend Title 14 Of The Delaware Code Relating To Parental Involvement In Schools. [HB-350]
Section 1 of this bill would require schools to seek the signature from each parent of a parent/school compact at the beginning of each school year, reflecting an updated Parents’ Declaration of Responsibilities to be prepared by the State and parent organizations. Existing law encourages, but does not require, that parents be asked to sign such a compact. An Act To Amend Title 29 Of The Delaware Code Relating To Certain Positions In The Court Of Common Pleas. [HB-365]
This legislation designates the upper-level management positions in the Court of Common Pleas from classified service to exempt service, consistent with similar positions in the Superior Court and the Family Court. An Act To Amend Title 18 Of The Delaware Code Relating To Unfair Acts In The Business Of Insurance. [HB-367]
This bill requires an insurer who denies coverage for a procedure or test as medically unnecessary to reimburse an insured for all expenses, including out-of-pocket expenses, if the insured pays for the procedure or test and the procedure or test is proven to be medically necessary. Section 2307 of Title 18 contains the procedures to be used by the Insurance Commissioner when he or she has reason to believe that an insurer has engaged in an unfair practice, such as denying coverage as medically unnecessary.

An Act To Amend Title 14 And Title 21 Of The Delaware Code Relating To School Buses. [HB-379]
This Act makes a technical correction to the Delaware Code. In particular, during the First Session of the 145th General Assembly, the State Board of Education asked to be removed from oversight of the school bus regulations (HB 231 w/SA 1). This Act clarifies the scope of oversight for the design and operation of school buses by the Secretary of Education, with the advice of the Director of Division of Motor Vehicles (DMV). An Act To Amend Title 30 Of The Delaware Code Relating To Economic Development Incentives. [HB-380]
This proposed tax credit intends to create incentives for existing businesses to partner with the State in the effort to create new employment opportunities for Delaware citizens, and to stimulate the Delaware economy by expanding the tax base. A finder’s fee, a tool used commonly by businesses, is an arrangement by which an intermediary finds, introduces, and brings together parties to a business opportunity.
