This bill increases the penalties for the crime of “sex offender unlawful sexual conduct against a child” when the victim is under the age of eighteen and has a cognitive disability. Additionally, the bill amends the definition of “without consent” as it applies to sex crimes to help protect individuals with cognitive disabilities.

An Act To Amend Title 30 Of The Delaware Code Relating To Business Licenses. [HB-213]
This Bill requires all Delaware-licensed businesses for which a business license is required to make such license information part of their advertising. The lack of such information would help prevent out-of-state and/or unlicensed businesses from operating in Delaware and assist in identifying businesses that have not complied with the State licensing requirement.

This Act provides that any periodic report that a State agency, board, committee and/or commission is required by law to report to the General Assembly may, alternatively, be provided to Members of the General Assembly in electronic format. This Act is very likely to result in significant cost-savings as well as significantly reduce the volume of materials that must be disposed of or recycled by State government.

An Act To Amend Title 24 Of The Delaware Code Relating To Architecture. [HB-227]
This Act permits business entities to offer architectural services through professionals registered with the Board after obtaining a certificate of authorization. The requirements of the Act are similar to those in existence regarding the practices of accountancy and landscape architecture. The Act also increases the civil penalties that may be imposed by the Board from $2,500 to $5,000 for first offense and from $5,000 to $10,000 for subsequent offenses.

An Act To Amend Title 19 Of The Delaware Code Relating To Employment Practices. [HB-231]
This act grants working parents with 16 hours of leave each year to attend school meetings essential to their child’s education, provided the meetings cannot be scheduled during non-work hours. An employer is not required to pay for any leave granted pursuant to this subsection.
