An Act To Amend Title 24 Of The Delaware Code Relating To Cosmetology And Barbering And Licensure Of Aestheticians. [HB-121]
This bill presents extensive revisions to Chapter 51, Title 24 of the Delaware Code to bring greater clarity and consistency to the statute and to update practice standards. The bill amends the definition of “cosmetology” to include singeing, braiding and pressing of hair. Pursuant to the proposed bill, individuals who practice in these areas must be licensed. Further, schools must become accredited. An Act To Amend Title 18 Of The Delaware Code Relating To The Cancellation Or Nonrenewal Of An Automobile Insurance Policy. [HB-140]
This bill provides that an automobile insurance policyholder transferred between authorized insurers within the same insurance group is not a cancellation or nonrenewal if the premium is not increased and coverage is not reduced. The policyholder must be notified of the transfer in writing.

An Act To Amend Title 16 Of The Delaware Code Relating To Drug Offenses. [HB-168]
This Bill repeals mandatory minimum sentences in Title 16 relating to violations of our drug laws, returning to our State’s outstanding judiciary the discretion to pronounce sentences appropriate to the cases and individuals before them. Delaware’s sentencing guidelines and Truth-in-Sentencing Law will remain in force, helping to guide judges in their decisions and ensuring offenders’ completion of their sentences. This bill requires that a person elected to a state office or appointed to fill a vacancy in an elective state office, or who has filed as a candidate for an elective state office disclose the name and address of every nonprofit organization, civic association, community association, foundation, maintenance organization, or trade group incorporated in the State or having activities in the State, or both, of which the person is a council member or board member.

An Act To Amend Title 4 Of The Delaware Code Relating To Alcoholic Beverage Control Licenses And Taxes, And Direct Purchasing And Shipment Of Wine. [HB-180]
This bill would permit wine producers holding a valid license in this state or another state to obtain a license and ship wine directly to Delaware consumers so long as it is done through a common carrier with a "Carrier Permit". The bill requires the payment of taxes and obtaining the signature of a person 21 years of age or older before delivery of the wine.

An Act To Amend Titles 3 And 29 Of The Delaware Code Relating To The Licensing Of Venues Which Did Not Conduct Harness Racing During 1992 As Video Lottery Agents. [HB-194]
This Act authorizes any holder of a valid Delaware thoroughbred or harness racing license granted as of September 1, 2008: (1) the right to become a video lottery agent if it otherwise meets the eligibility criteria for licensure; (2) the obligation to maintain a certain minimum number of harness racing race days; and (3) the duty to make payments to the State Lottery Fund comparable to those made by existing video lottery agents.
