An Act To Amend Title 6 Of The Delaware Code Relating To The Delaware Charitable/fraternal Solicitation Act Of 1996. [HB-248]
This Act will require, among other things: (1) the registration of all charitable organizations domiciled in Delaware and/or soliciting Delaware citizens and the annual disclosure of certain financial information relating to these entities; and (2) the registration of professional fund-raising counsel/professional solicitors soliciting Delaware citizens and the annual reporting of certain financial information relating to these entities. An Act To Amend Title 19 Of The Delaware Code Relating To Oil Refineries And Employment Practices. [HB-259]
This Act prohibits refineries from placing trailers and other temporary structures intended for use by employees within 1500 feet of refinery process areas and blast zones. Industry standards (American Petroleum Institute Recommended Practice 753) recommend that such buildings be placed outside of process areas because such of building provide inadequate protection for employees in the event of an explosion, fire or toxic release. An Act To Amend Title 7 Of The Delaware Code Relating To The Regulation Of Finfishing In Tidal Waters. [HB-270]
This Act grants the Department of Natural Resources and Environmental Control authority to restrict, or define by regulation, the type of fishing activities permitted within the geographic boundaries of the artificial reef sites in the Delaware Bay and ocean waters under Delaware jurisdiction. An Act To Amend Title 16 Of The Delaware Code Relating To Immunity For Donations To Volunteer Fire Departments. [HB-330]
This Act is intended to encourage governmental and/or private donations to volunteer fire departments by ensuring that any entity that donates “qualified fire control or rescue equipment” to the volunteer fire department shall not be liable for civil damages for personal injuries, property damage or loss, or death caused by the equipment after the donation unless such person’s action or omission causing the harm constituted gross negligence or intentional conduct.

An Act To Amend Title 29 Of The Delaware Code Relating To Limiting The Authority Of Public Bodies To Regulate Arms. [HB-357]
This new chapter is intended to address the banning of possession of firearms by certain governmental agencies and entities of the State. Currently, several housing agencies in this state have adopted policies of evicting or threatening to evict law abiding tenants from their homes merely for the otherwise lawful possession of firearms for self-defense. This practice constitutes discrimination based on economic circumstances leaving these residents at the mercy of criminals.
