Recognizing The Importance Of The Upcoming 2020 Census And Calling Upon The Governor To Establish A Complete Count Commission. [HCR-99]
This Resolution recognizes the importance of the 2020 census and calls on state and local government to commit to a complete count. Federal dollars are often based on the population count of each state and it is vitally important to ensure that the State of Delaware is fully counted to ensure accuracy in the disbursement of federal dollars. The Resolution calls upon the Governor to establish a Complete Count Commission for the purpose of ensuring the State of Delaware is fully counted in the 2020 census.

Requiring Any Insurance Company Or Health Service Corporation Selling Individual And Small Group Market Insurance Products In Delaware To File A Report Detailing How They Distributed Savings To Delaware Consumers In Plan Year 2019 From The Federal Governments One Year Moratorium Of The Insurance Company Fee Created By The Patient Portability And Affordable Care Act Of 2010 To Delaware Consumers In Plan Year 2019. In January of 2018 the federal government passed the Federal Register Printing Savings Act, which included a moratorium in calendar year 2019 on a fee paid by health insurance companies or health service corporations to the federal government. The State of Delaware wants to ensure that savings received by the health insurers are passed along to Delaware consumers who buy health insurance plans in the individual market both on and off the health exchanges created by the Patient Portability and Affordable Care Act of 2010. Conferring Upon The Department Of Health And Social Services The Necessary Powers And Authority To Establish And Plan For The Monitoring And Implementation Of An Annual Health Care Benchmark. [HJR-7]
Health care spending in Delaware is higher than the national average and has historically outpaced the States economic and revenue growth, contributing to the States current structural deficit. To combat ever rising costs, this Joint Resolution authorizes the Secretary of the Department of Health and Social Services to undertake the actions necessary to establish a health care benchmark, and designating the States 2018 fiscal year as a planning year. Creating An Advisory Panel To The Delaware Economic And Financial Advisory Council To Study Potential Fiscal Conrols And Budget Smoothing Mechanisms. [HJR-8]
This Joint Resolution creates an Advisory Panel to the Delaware Economic and Financial Advisory Council (DEFAC) that is tasked with developing a report concerning the States historic budgeting practices, the need for reasonable restrictions on the use of budget surpluses, the benefits of a budget stabilization fund, and such other matters as the Advisory Panel deems appropriate. A preliminary report shall be submitted to the General Assembly and the Governor no later than May 1, 2018.

In every December in the years 2010 through 2015, the Code Revisors provided the General Assembly with a list of potential technical corrections they identified as they revised the Delaware Code to reflect legislation enacted that year. While technical in nature, these changes are beyond the authority of the Code Revisors to make and can only be done by the General Assembly through legislation.
