This bill makes a technical correction to House Bill 53 enacted earlier this session. It would make the original intent clear that these firework devices can be sold and used on July 4, December 31, and January 1.

An Act To Amend Title 14 Of The Delaware Code Relating To Voluntary School Assessments. [HB-454]
This Act promotes diversity of housing in Delaware by acknowledging that not all residential units warrant the same Voluntary School Assessment. Currently, single family residential subdivision projects are subject to the same per unit Voluntary School Assessment as an apartment project, regardless of size and number of bedrooms. The current framework can place an undue burden on multi-family and smaller unit residential projects.

An Act To Amend Titles 14, 16, 17, 26, And 29 Of The Delaware Code Relating To The Use Of Lead Paints On Outdoor Structures. [HB-456]
This Act amends Titles 14, 16, 17, 26, and 29 of the Delaware Code to prohibit the use of lead paints on outdoor structures such as bridges, water towers, playground equipment, highways, parking lots, and utility towers and poles, in order to protect public health from the dangers of such paints.

An Act To Amend Title 24 Of The Delaware Code Relating To Electricians. [HB-457]
This bill provides for a residential electrician license. A residential electrician license allows for a person to conduct residential electrical work without having to be under the direct onsite supervision of a licensed master electrician, master electrician special, limited electrician, limited electrician special or journeyperson electrician. An Act To Amend Title 6, Title 7, Title 8, Title 10, Title 11, Title 14, Title 16, Title 24, Title 29, And Title 30 Of The Delaware Code Relating To Technical Corrections. [HB-465]
In January 2018, the Code Revisors provided the General Assembly with a list of potential technical corrections that they identified as they revised the Delaware Code to reflect legislation that was enacted by the 149th General Assembly in 2017 or as they reviewed titles of the Code. While technical in nature, these changes are beyond the authority of the Code Revisors to make and can only be done by the General Assembly through legislation.

An Act To Amend Title 9 Of The Delaware Code Relating To The New Castle County Audit Committee. [HB-69]
This bill amends Title 9, Chapter 14 of the Delaware Code relating to New Castle County and the members of the Audit Committee, and provides that Audit Committee members' term of service is four years, instead of one year, provided, however, that the terms of any reconstituted committee shall be established in a staggered manner. This revision will lead to increased continuity, stability, and productivity of the Audit Committee.

An Act To Amend Title 24 Of The Delaware Code Relating To The Board Of Mental Health And Chemical Dependency Professionals. [HB-82]
Sections 1-4 clarify the type of supervised experience applicants are required to obtain in order to be qualified for licensure and eliminates the requirement that reciprocal applicants be certified by a national organization prior to being qualified for licensure. Additionally, section 2 eliminates a pending criminal charge as a basis to deny licensure.
