An Act To Amend Title 6 Of The Delaware Code Relating To Consumer Protection. [HB-230]
This bill adopts the Model Family Financial Protection Act. In doing so this bill: 1.) protects consumers of our state by requiring that consumer form contracts involving financial services be signed in writing by the consumer. More importantly, any changes to a consumer form contract involving financial services must be agreed to by the consumer in writing. 2.) protects consumers by preventing financial services businesses from changing a contract without the consumer’s knowing and affirmative agreement. 3.) prohibits “forum selection” provisions

An Act To Amend Title 7 Of The Delaware Code Relating To Regulations And Prohibitions Concerning Wildlife. [HB-238]
This bill adopts by reference federal migratory game bird possession limits established by federal regulation to provide more efficient and timely adoption of such changing regulations. This bill also clarifies that possession limits do not apply to game birds, animals or fish that have been transported to a permanent residence and processed and stored for consumption, removes archaic and irrelevant language relative to rabbit and muskrat possession, and increases the currently outdated monetary fine for violation of this section.

An Act To Amend Title 7 Of The Delaware Code Relating To Regulations And Prohibitions Concerning Game And Fish. [HB-240]
The use of electric lights to attract fish while fishing was banned to control fishing harvest before the establishment of management measures such as fishing size and creel limits and closed seasons. The current law prevents the use of electric lights needed to aid in targeting invasive finfish species such as snakeheads at night. This bill continues the illegality of using electric lights for commercial fishing.

An Act To Amend Title 21 Of The Delaware Code Relating To Arrest Without Warrant For Motor Vehicle Violations. [HB-280]
Delaware law enforcement agencies are currently limited to making arrests for cell phone and seatbelt violations to only when the offense occurs in the presence of the police officer. This bill adds these two violations to Title 21, Chapter 7, 701 along with speeding and red light violations as offenses where an arrest is permissible when an observing officer relays the violation information to another officer and is in a position to verify that the appropriate vehicle was stopped.
