An Act To Rename The Main Administration Building Of The Delaware Department Of Agriculture In Honor Of Former Delaware State Representative, State Senator And Secretary Of Finance Richard S. Cordrey. [SB-249]
This Act has the effect of renaming the Delaware Department of Agriculture Main Administration Building at 2320 South DuPont Highway, Dover, Delaware as the “Richard S. Cordrey Building” in honor of the Honorable Richard S. Cordrey of Millsboro, former Delaware State Representative, State Senator, and Secretary of Finance. This gesture is made because of his exemplary service to the State of Delaware in numerous challenging capacities and because of his lifelong dedication to farming and to Delaware’s agricultural traditions.

An Act To Institute Patient Protections By Requiring That Health Plan Contracts Issued, Amended, Or Renewed On Or After January 1, 2013 That Cover Prescription Drugs, Shall Comply With Certain Cost Sharing And Appeals Requirements. [SB-252]
This Bill imposes dollar limits on the prescription drug insurance practice of cost-sharing known as specialty tiers in order to protect patients from unaffordable co-insurance fees. Patient’s co-payment or co-insurance fees for specialty tier drugs will be limited to $100 per month for up to a 30-day supply of any single drug; and will not exceed, in the aggregate for all covered drugs, $200 per month per enrollee. The bill goes into effect on January 1, 2013.

An Act To Amend Title 7 Of The Delaware Code Relating To Regulations And Prohibtions Concerning Game And Fish. [SB-255]
Invasive finfish species such as snakehead fish pose current and future risks to Delaware’s native aquatic species and their habitats. This legislation authorizes the Department of Natural Resources and Environmental Control to designate and manage such invasive finfish species in tidal waters through regulation.

An Act To Amend Title 29 Of The Delaware Code Relating To Delaware Commission Of Veteran’s Affairs Member Appointments. [SB-270]
This bill increases the Delaware Commission of Veterans Affairs from 15 to 17 members by adding two “at large” commissioners. The bill also adds the Delaware National Guard as an organization in which qualifying military service can be obtained.

An Act To Amend Title Subchapter Ix Of Title 30 Of The Delaware Code Relating To Tax Credits. [SB-271]
This Act expands the New Economy Jobs Program by creating another means by which employers relocating jobs to Delaware may qualify for the tax credit. Under this Act, employers that relocate at least 200 jobs to Delaware will be entitled to a tax credit equal to 25% of the withholding paid by the employer on behalf of the relocated employees. If employers relocate more than 200 jobs, the size of the tax credit increases and can reach 40% if the employer relocates 500 or more employees. An Act To Amend Title 29 Of The Delaware Code Relating To Dependent Health Coverage. [SB-35]
The State Employee Benefits Committee has voted in favor of providing health coverage for those “eligible child dependents” who will graduate from college in May 2011. Under the terms of the Patient Protection and Affordable Care Act of 2010, the State of Delaware must provide dependent coverage for eligible adults until the age of 26 beginning on July 1, 2011. Current Delaware law provides dependent coverage for full time students until the age of 24.
