An Act To Amend Title 7 Of The Delaware Code Relating To The Community Environmental Project Fund. [HB-197]
This Act provides that each civil or administrative penalty amount appropriated to the Community Environmental Project Fund will benefit the same community where the infraction or violation occurred that resulted in such penalty. A project benefits the same community if the project occurs within a 10-mile radius of where the infraction or violation occurred or if the Secretary of DNREC determines it is within the same community after consulting the Community Involvement Advisory Council.

At present, Delaware law permits the “lawful use” of electronic tracking (GPS) devices by law enforcement. However, the Delaware Code does not define what constitutes “lawful use” or what procedures law enforcement should follow before installing and using electronic tracking. This Act sets forth procedures for investigative and law enforcement use of such devices in future cases. An Act To Amend Title 30 Of The Delaware Code Relating To Delaware Tax Credits. [HB-275]
This Act establishes the Veterans’ Opportunity Credit, which shall be awarded to employers hiring qualified veterans. The credit shall equal 10% of a qualified veteran’s wages, up to a maximum of $1,500. Employers may take the credit in the year the qualified veteran is hired and the two subsequent tax years.

This Bill provides for the transfer or assignment of permits and licenses for Delaware fisheries which are closed to new entrants. The recipients of the permits and licenses must have specified experience in commercial fishing in order for the transfer or assignment to occur. The assignment or transfer of permits does not prevent or restrict DNREC from managing the fisheries or otherwise regulating commercial fishing practices. This Act dissolves the State Board of Parole and transfers its statutory functions to the Institutional Release Classification Board ("IRCB") and the courts. This Act does not alter or narrow eligibility for parole, nor does it limit the procedural rights or remedies available to parolees.
