An Act To Amend Titles 29 And 30 Of The Delaware Code Relating To Economic Development Incentives. [SB-294]
Section 1 of this Act establishes the Job Incentive Fund, which is designed to provide grants to firms that expand and diversify the most vital components of Delaware’s economy. Section 2 of this Act provides a multi-year funding source for the grants by earmarking Abandoned Property revenues. Section 3 of this Act removes the sunset from the State’s current employment and investment tax incentives and leaves them in effect.

This act promotes the reporting of child abuse and allegations of unprofessional practice by healthcare practitioners and institutions. An Act To Amend Title 24 Of The Delaware Code Relating To The Imposition Of Fines By The Board Of Medical Practice. [SB-298]
This act increases the incentive for persons with a mandatory reporting obligation under the Medical Practice Act to comply with their obligation under that Act. Sections 1 and 2 of the bill give the Board of Medical Practice additional flexibility to impose appropriate fines by increasing the range of fines from a maximum of $5,000 to a maximum of $10,000 for a first violation and $50,000 for a subsequent violation. An Act To Amend Title 7 Of Delaware Code Relating To Subdivided Residential Lots And Wetland Maps. [SB-299]
The purpose of this Bill is to protect owners of fully approved residential building lots from losing their right to build or expand a residence on such lots as the result of adoption of wetland maps at some later time. The Department has adopted regulations which strictly prohibit the construction of residences on areas which have been mapped as State wetlands.

This Bill enables the use of rooftop solar systems on privately owned residential dwellings by limiting the use of covenants or other restrictions beginning January 1, 2010 but does not impact restrictions in effect prior to then . This bill also permits any deed restrictions which are silent as to how they may be amended may hereafter be amended by a vote of no more than 75% of the property owners. Restrictions concerning solar collectors on roofs may be amended by two-thirds of the property owners.
