This Act codifies New Castle County’s authority to impose a surcharge on building permits for the fire service. The Legislature has previously authorized the imposition of a surcharge by Kent County, as is currently done by Sussex County and a number of local governments.

An Act To Amend Title 11 Of The Delaware Code Relating To Crimes Against Children And Specific Offenses. [SB-229]
This Act implements one of the recommendations made in the Final Report of the Independent Review of the Earl Brian Bradley Case which was commissioned by the Governor and was issued on May 10, 2010. The Act clarifies who is in a “position of trust, authority or supervision over a child” and may therefore be subject to the enhanced penalties associated with the crimes defining sexual abuse of children. This Act also consolidates those provisions of the present criminal code concerning rape and unlawful sexual conduct that contain “position of trust”

This legislation establishes Universal Recycling in Delaware. It requires DSWA to cease collecting curbside recyclables by a date certain and requires the implementation of comprehensive residential and commercial recycling programs by municipalities and waste haulers. An Act To Amend Title 7 Of The Delaware Code Relating To Chronic Violator Status. [SB-241]
This Bill revises DNREC's chronic violator program. It adds a purpose section, makes various technical revisions, adds and makes consistent several definitions, clarifies and expands the standard and criteria for chronic violator status, adds categories of factors, types of violations, and conduct to be considered, updates DNREC's authority to promulgate regulations, adds an opportunity for a public hearing, and enhances administrative penalties.
