This Act repeals the authority granted to Kent County Levy Court to impose a lodging tax to benefit the Kent County Regional Sports Complex Corporation, also known as DE Turf. This authority was granted by Chapter 102 of Volume 82 of the Laws of Delaware (Senate Substitute No. 2 for Senate Bill No. 178), which was enacted during the first session of the 150th General Assembly.

An Act To Amend Title 10, Title 11, And Title 21 Of The Delaware Code Relating To Fines, Fees, Costs, Penalties, And Forfeitures. [SB-39]
In 2017, 44,889 failure to pay capias issued for people who did not pay a fine, fee, cost, assessment, or restitution imposed for a non-felony offense. In the first 6 months of 2018, there were a total of 5,807 admissions to detention at all Level V facilities. Of these admissions, 129 were for failure to pay only and 595 were for failure to pay and another charge. When a capias is issued for nonpayment of a fine, courts currently may and do impose fees to cancel the warrant. When defendants are late paying their fines, the courts clerks also must

An Act To Amend Title 14 Of The Delaware Code Relating To The Provision Of Free Feminine Hygiene Products. [HB-285]
This bill requires all public and charter schools which have students in grades 6-12 to provide free feminine hygiene products in 50% of the bathrooms used by students who can have a menstrual cycle. This bill also requires schools to publish on its website and post in its common areas the locations of the bathrooms where the hygiene products are provided. Finally, this bill provides that each school must consult with its school nurse regarding the products to be provided.

An Act To Amend Title 14 Of The Delaware Code Relating To Requiring Schools To Start Each School Year After Labor Day. [SB-204]
This Act requires public schools to begin their school year after Labor Day. There have been many economic impact reports done that show a positive impact from starting public schools after Labor Day. A report by the Virginia Hospitality and Travel Association estimates that $369 million would be lost if schools were not required to start after Labor Day. An Act To Amend Title 21 Relating To Suspension Of Driver's Licenses For School Expulsion. [SB-177]
This amendment brings into conformity the provisions of Title 21 with those of Title 14 relating to the revocation of a students driving privileges when he or she is expelled from a public school. Prior amendments to Title 14, Section 4130 and Title 21, Section 2707 removed the requirement that the Secretary of the Department of Motor Vehicles revoke a students driving privileges upon notice from the superintendent of a public school that the student had been expelled. An Act To Amend Title 11 Of The Delaware Code Relating To Firearms. [HB-277]
This bill establishes the crimes of possession of an unfinished firearm frame or receiver with no serial number, possession of and manufacturing a covert or undetectable firearm, possession of and manufacturing an untraceable firearm, and manufacturing or distributing a firearm using a three-dimensional printer. This bill also makes it a crime to possess a firearm frame or receiver with a removed, obliterated, or altered serial number.
