The Act clarifies language relating to registration of a home owner association with the Relocation Trust Authority, clarifies the delivery and content of the notice of right of first offer, clarifies language in the model bylaws, and establishes that if a home owner association meets an offer higher than a counter-offer made by the home owner association for the community the home owner association may purchase the community at that price.

An Act To Amend Title 19 Of The Delaware Code Relating To Oil Refineries And Employment Practices. [HB-259]
This Act prohibits refineries from placing trailers and other temporary structures intended for use by employees within 1500 feet of refinery process areas and blast zones. Industry standards (American Petroleum Institute Recommended Practice 753) recommend that such buildings be placed outside of process areas because such of building provide inadequate protection for employees in the event of an explosion, fire or toxic release. An Act To Amend Title 9 And Title 29 Of The Delaware Code Relating To Government Records Management. [HB-262]
This Act increases the current State surcharge on each document or paper recorded or filed with the county recorders from $6 to $30. Additional proceeds of $24 per recordation or filing will supplement the Government Records Management Improvement Fund, which is renamed by this Act as the Delaware Cultural Access Fund. Fund fees retained by the State will be used to promote, preserve and protect Delaware’s cultural assets. Fees for the Government Records Management Improvement Fund have not been increased since 1991.
