An Act To Amend Title 21 Of The Delaware Code Relating To Size And Weight Of Vehicles. [HB-127]
This Bill reenacts provisions of the law relating to vehicles used for agricultural purposes which were inadvertently removed through the passage of HB364 by the 144th General Assembly. The Act provides allowable axle load limits for single unit vehicles, combination unit vehicles and total gross weight of any combination of vehicles being used for agricultural purposes. The act also provides a 3% margin of error so that farmers do not, as a result of an inability to weigh vehicles in the field, inadvertently violate the statute transporting seasonal (continued...)

An Act To Amend Title 11 Of The Delaware Code Pertaining To Compensation For Innocent Victims Of Crime. [HB-133]
This bill will allow innocent victims of crime to receive compensation for mental health counseling, costs of attending criminal proceedings, and expenses related to essential personal safety property. Such compensation would only be available in cases where a “cold case” is reopened, or the offender seeks release through the Board of Parole or appears in court for purposes of post-conviction relief or appeal of the conviction. An Act To Amend Title 24 Of The Delaware Code Related To The Issuance Of A Limited License For A Director Or Chairperson Of A Dental Or Oral And Maxillofacial Surgery Residency Program. [HB-135]
This legislation would permit the Board to grant a limited license to a Director or Chairperson of a hospital dental or oral and maxillofacial surgery department and its associated residency programs, who would be permitted to train and teach future practitioners in dentistry or oral and maxillofacial surgery. At the current time, Delaware has a nationally recognized residency program in these fields. An Act To Amend Title 11 Of The Delaware Code Relating To Sex Offenders And Sexual Offenses. [HB-136]
This Act increases the criminal penalties of 779A, Title 11 of the Delaware Code against a person who has previously been convicted of a sex offense and is on the sex offender registry who then commits a sex offense against a child under the age of twelve years. This Act would make the penalty for a sex offender who commits a sex offense classified as a misdemeanor against a child under twelve years of age a class C felony. An Act To Amend Title 16 Of The Delaware Code Relating To The Delaware Healthy Children Program. [HB-139]
This Bill extends Delaware’s Childrens’ Health Insurance Program (CHIP) to include reduced-cost health insurance coverage for children of families with personal incomes above 200% of the Federal Poverty Level. However, a cost-sharing program is to be implemented under CHIP whereby payments, as determined by DHSS, must be paid on behalf of the child for such care; notwithstanding the above, the cost-sharing provision of the bill is designed to have the new program impose no cost whatsoever on the State unless funds are specifically appropriated for (continued...)

An Act To Amend Chapter 60, Title 7 Of The Delaware Code Relating To Recycling And Waste Reduction In The State Of Delaware. [HB-15]
It is the intent of the Legislature, in enacting this Bill, to encourage the use of reusable bags by consumers and retailers and to reduce the consumption of limited use plastic carryout bags that require massive quantities of oil, cause countless pollution, and, as such bags decompose, are harmful to the health of the environment and humans. This Bill would require a store, as defined, to establish an at-store recycling program that provides an opportunity for a customer of the store to return clean plastic carryout bags to that store. An Act To Amend Title 14 Of The Delaware Code Relating To The Family And Medical Leave Act. [HB-157]

An Act To Amend Title 16 Of The Delaware Code Relating To Drug Offenses. [HB-168]
This Bill repeals mandatory minimum sentences in Title 16 relating to violations of our drug laws, returning to our State’s outstanding judiciary the discretion to pronounce sentences appropriate to the cases and individuals before them.
