An Act To Amend Title 29 Of The Delaware Code Relating To Unpaid Leaves Of Absence. [HB-53]
This bill prohibits the granting of a leave of absence to a State employee for the purpose of serving a term of incarceration imposed upon the employee after a conviction. The term ‘State employee’ is defined as any position of State employment, except a Constitutionally-created position or an elected position. The definition of conviction which is defined in 11 Del. C. 222(3) is “a verdict of guilty by the trier of fact, whether judge or jury, or a plea of guilty or a plea of nolo contendere accepted by the court.”

An Act To Amend Chapter 10, Title 16 Of The Delaware Code Relating To Policies Of Hospitals And Other Facilities. [HB-75]
This Bill allows each competent adult patient to receive visits in a Hospital, nursing home or nursing facility from any individual from whom the patient desires to receive visits, subject to certain restrictions set forth in a visitation policy related to the patient’s medical condition, the number of visitors simultaneously permitted in a patient’s room, and visitation hours and/or order of a Court. An Act To Amend Title 7 Of The Delaware Code Relating To Dogs. [HB-95]
This bill adopts the recommendations of the Humane Society of the United States regarding restrictions on the large-scale for-profit dog breeding operations commonly known as “puppy mills.” The intent of this bill is to ensure that dogs are bred in sanitary and humane conditions. The bill prohibits the possession of more than 25 breeding dogs at one time and imposes minimum requirements for breeding dogs to receive veterinary care.
