An Act To Amend Title 29 Of The Delaware Code Relating To State Compensation Policy. [HB-252]
This bill requires an elected official or other paid appointed official of this state or any county or political subdivision who is also employed by any state agency, education, or other institution, or any other political subdivision of this State to disclose such employment to the Public Integrity Commission (PIC). This disclosure will assist the PIC and the State Auditor in evaluating if the official is receiving dual pay for coincident hours of work.

An Act To Amend Title 30 Of The Delaware Code Relating To Earned Income Tax Credit. [HB-253]
This bill changes the earned income tax credit from nonrefundable to refundable and capable of exceeding the tax amount otherwise due. The credit is reduced from 20% of the corresponding federal earned income credit to 6% for 2017. That percentage increases 1% each year until it reaches 15% in 2026.

An Act To Amend Title 11 Of The Delaware Code Relating To Probation Before Judgment. [HB-255]
This Act adds violations of a county or municipal code to the list of offenses that are eligible for probation before judgment. County and municipal code violations are similar in nature to the types of offenses that were previously eligible for probation before judgment and are appropriate for this type of sentencing option if all of the listed requirements are met. An Act To Amend Title 7 Of The Delaware Code Relating To Weapons. [HB-263]
As it pertains to hunting laws of this State, there are specific requirements as to the type of weapon that may be used or carried while attempting to harvest game. This bill clarifies that a person licensed to carry a concealed deadly weapon may continue to do so while engaged in hunting or trapping activities without having to worry about violating a provision of Title 7 intended to deal with the harvesting of game. An Act To Amend The Delaware Code Relating To County Comptrollers. [HB-276]
This Act eliminates the office of the last remaining County Comptroller, the Kent County Comptroller, and transfers the functions, duties, and powers of that office to the Kent County Department of Finance, specifically including those duties and powers contained in 9305 of Title 9. With the elimination of this office, the Act also removes all references to “county comptroller” in the Delaware Code and makes necessary conforming amendments.

An Act To Amend Title 16 Of The Delaware Code Relating To Tick Control. [HB-290]
This Act is the result of the findings of the Lyme Disease Prevention Task Force (“the Task Force”). On June 1, 2015, the Task Force issued a report that made several recommendations. An Act To Amend Title 16 Of The Delaware Code Relating To The Creation Of An Oversight Board To Educate Health Care Professionals About Lyme Disease. [HB-291]
Lyme disease is caused by the bacterium Borrelia burgdorferi and transmitted through the bite of an infected tick. Typical symptoms include fatigue, fever, and headache. Without treatment, the infection can damage the joints, heart, and central nervous symptom, resulting in meningitis, temporary facial paralysis, and impaired muscle function. An Act To Amend Titles 10 And 11 Of The Delaware Code Relating To Unsworn Declarations Under Penalty Of Perjury. [HB-313]
This Act would allow Delaware Courts the flexibility to permit by Court Rule the use of unsworn declarations made under penalty of perjury in lieu of sworn declarations, including verified pleadings and affidavits. With the continued move toward electronic filing and the increased difficulty in locating notaries, this flexibility will permit self-represented litigants greater access to justice while continuing to ensure that litigants confirm the veracity of their pleadings.
