This bill codifies portions of the Second and Nineteenth Modifications of the Governor's Declaration of State of Emergency due to COVID-19 concerning food and drink establishments. Food and drink establishments suffered great losses since March, 2020 due to the pandemic including millions of dollars in lost sales and the loss of an estimated 30,000 jobs in this State. An Act Proposing An Amendment To The Delaware Constitution Relating To The Realty Transfer Tax. [HB-124]
The Delaware Farmland Preservation Fund was created under the Delaware Agricultural Lands Preservation Act in order to conserve, protect, and encourage improvement of agricultural lands within the State. The Legislature has previously expressed its desire that $10 million in receipts from the State Realty Transfer Tax be allocated annually to this fund in order to accomplish its goals. On June 14, 2012, Governor Jack Markell signed Executive Order No. 36 (“EO 36”) to help reduce impediments to economic growth and to improve the efficiency of state government. EO 36 requires each Executive Branch agency to periodically review the regulations on its books for possible modification or elimination. Following a robust public outreach period and in-depth reviews by each agency, the EO 36 resulted in the modification or elimination of more than 100 regulations.
