An Act Proposing An Amendment To Article Viii, § 6 Of The Delaware Constitution Relating To Limitations On Appropriations. [HB-460]
This Act is the first leg of a Constitutional Amendment reflecting the recommendations of the Advisory Panel to the Delaware Economic and Financial Advisory Council (DEFAC) on Potential Fiscal Controls and Budget Smoothing Mechanisms established as per House Joint Resolution 8 of the 149th General Assembly (Panel). An Act To Amend Title 15 Of The Delaware Code Relating To Absentee Voting. [HB-47]
This bill removes the notary requirement for requests for absentee ballots. Delaware is the only state that requires a notary to authorize a voter's affidavit for an absentee ballot. In some cases, the potential voter may have to pay for the notary and Delaware essentially charges them to vote.

An Act Concurring In A Proposed Amendment To Article Iv, Section 37 Of The Delaware Constitution Of 1897, As Amended, Relating To The Court On The Judiciary. [HB-56]
This Act is the second leg of a constitutional amendment that would add the Chief Magistrate to the Court on the Judiciary. Like all judges within the state, the judges of the Justice of the Peace Court are subject to the jurisdiction of the Court on the Judiciary. This amendment makes it so that the presiding judge of each of the six state courts serves as a member.

An Act To Amend Title 29 Of The Delaware Code Relating To State Compensation Policy. [HB-73]
This bill requires an elected official or other paid appointed official of this state or any county or political subdivision who is also employed by any state agency, education, or other institution, or any other political subdivision of this State to disclose such employment to the Public Integrity Commission (PIC). This disclosure will assist the PIC and the State Auditor in evaluating if the official is receiving dual compensation for coincident hours of work.

An Act To Amend Title 16 Of The Delaware Code Relating To Controlled Substances. [HB-91]
This Act would enhance the ability of the prescription monitoring program to make informed determinations as to prescribers who may be making extraordinary prescriptions of opiates or other controlled substances, and to refer such cases to law enforcement or professional licensing organizations for further review. The Act would also provide a more usable standard for provision of specified information to law enforcement agencies upon a showing of need.
