An Act To Amend Title 7 Of The Delaware Code Relating To Regulations And Prohibitions Concerning Wildlife. [HB-238]
This bill adopts by reference federal migratory game bird possession limits established by federal regulation to provide more efficient and timely adoption of such changing regulations. This bill also clarifies that possession limits do not apply to game birds, animals or fish that have been transported to a permanent residence and processed and stored for consumption, removes archaic and irrelevant language relative to rabbit and muskrat possession, and increases the currently outdated monetary fine for violation of this section.

The use of electric lights to attract fish while fishing was banned to control fishing harvest before the establishment of management measures such as fishing size and creel limits and closed seasons. The current law prevents the use of electric lights needed to aid in targeting invasive finfish species such as snakeheads at night. This bill continues the illegality of using electric lights for commercial fishing.

This bill amends the Delaware Code concerning commerce and trade by during a declared state of emergency and shortly thereafter prohibiting the unjustified overpricing of gasoline which is essential to the promotion of the general health, safety and welfare. Specifically, an increase of over 10% beyond the pre-emergency price shall be prohibited as excessive.

An Act To Amend Title 30 Of The Delaware Code Relating To State Taxes. [HB-27]
This bill allows school taxes and property taxes to be collected by tax intercept. The current law specifically prohibits school taxes from being collected by tax intercept. Currently millions of dollars of property taxes are owed to school districts and local governments and such taxes are difficult to collect. Tax intercept programs have been successful in collecting child support and other obligations owed the State and will help collections for education and other taxes.

An Act To Amend Title 29 Of The Delaware Code Relating To Agency Regulations. [HB-276]
This Bill requires any administrative agency proposing a regulation under the Administrative Procedures Act to include a cost-benefit estimate in the notice for public comment that must be published before the regulation may be adopted. This cost-benefit analysis must be separated into two estimates – one estimating the cost to a business affected by the regulation and another estimating the cost to the public. The estimates must address the immediate and long-term effects of the regulation, as well as any adverse and beneficial economic effects
