This bill would direct the Office of the State Treasurer to add a Roth option to state sponsored 403(b) and 457(b) savings plans that are offered to eligible teachers and state employees. This bill would not require the state to contribute any additional funds into the retirement plans. The Roth option has been proven to be a more tax-friendly way to save for most individual investors than the traditional, non-Roth, tax-deferred method of saving that is currently offered in state sponsored retirement plans. Currently, some health insurers refuse to pay Delaware Volunteer Fire Companies and other emergency medical service ("EMS") providers directly for ambulance service and related supplies unless the Fire Company (or other EMS provider) has agreed to accept contract reimbursement rates that can be below the costs actually incurred by the Fire Companies and EMS providers in providing the service. This bill continues the process of updating the Liquor Control Act to make it more modern and consumer-friendly. Section 1 and 2 allow package stores to open at 8:00 a.m., instead of 9:00 a.m. on days other than Sundays. Section 3 allows package stores to open at 11:00 a.m. on Sundays instead of noon. All of these changes reflect consumer demand for more convenient shopping hours.

This Bill is intended to facilitate the hosting of temporary large events in the State of Delaware, such as music festivals, car shows, auctions or conventions, by exempting such events from a provision in the Code that prohibits the holder of a license to sell alcohol in Delaware that hosts such an event on its property from sharing the profits of alcohol sales from the event with the promoter of the event.
