An Act To Amend Title 13 Of The Delaware Code Relating To Child Support. [HB-294]
Currently in the State of Delaware there are high arrearages in child support owed and past due. In many circumstances persons’ who are owing support have received monetary awards in the form of a court settlement, judgment or under a workers compensation claim. This Bill requires the Division of Child Support Enforcement to maintain an active list of persons who are in arrears of their child support duties. Any attorney or insurer will now be required to consult this list before releasing any funds to clients or prevailing parties to verify that

This bill requires the Secretary of the Department of Health and Social Services to immediately notify the Governor and the Secretary of the Department of Safety and Homeland Security of any refugee being resettled in this state if such refugee has lived within the preceding five years in a country determined by the U.S. Secretary of State to have provided support for acts of international terrorism pursuant to certain federal laws.

An Act To Amend Title 14 Of The Delaware Code Relating To Public Schools. [HB-30]
This bill provides State funding to kindergarten through third grade for basic special education. State funding already occurs for intensive and complex special education during these grades. Currently the basic special education funding runs from fourth through twelfth grade. This bill is an effort to promote earlier identification and assistance for basic special education needs which should then mitigate costs over the long term.

Mothers who give birth to monoamniotic twins are often hospitalized as early as 26 weeks into the pregnancy due to the risk of complications of having twins share a single amniotic sack. Mothers who give birth to multiples of 3 or more often have the same issue of requiring extensive medical pre-natal care. As a result, the benefits provided under the federal Family and Medical Leave Act (FMLA) are often exhausted by the time the mother and children are discharged from the hospital. This bill permits Delaware residents to become early stage investors in Delaware based startups through newly available crowdfunding platforms. The enabling of this new investment tool allows corporations and other business to offer or sell securities via crowdfunding efforts, provided (among other things) that the purchasers of such securities are Delaware residents, the aggregate amount raised by the business through this process cannot exceed $1 million in any twelve-month period, and no person can purchase more than $5,000 worth of securities
