This bill changes the earned income tax credit from nonrefundable to refundable and capable of exceeding the tax amount otherwise due. The credit is reduced from 20% of the corresponding federal earned income credit to 6% for 2017. That percentage increases 1% each year until it reaches 15% in 2026.

An Act To Amend Title 7 Of The Delaware Code Relating To Exemptions Of Licensing Requirements. [HB-26]
Currently only persons who are blind are exempt from hunting and fishing license requirements. This amendment will provide a hunting and fishing license exemption (not trapping) to all persons who have a severe, chronic mental or physical disability. As the person having these disabilities is often unable to participate in hunting and fishing requirements without assistance, any person providing attendant services for these individuals is also temporarily exempt.

As it pertains to hunting laws of this State, there are specific requirements as to the type of weapon that may be used or carried while attempting to harvest game. This bill clarifies that a person licensed to carry a concealed deadly weapon may continue to do so while engaged in hunting or trapping activities without having to worry about violating a provision of Title 7 intended to deal with the harvesting of game. An Act To Amend The Delaware Code Relating To County Comptrollers. [HB-276]
This Act eliminates the office of the last remaining County Comptroller, the Kent County Comptroller, and transfers the functions, duties, and powers of that office to the Kent County Department of Finance, specifically including those duties and powers contained in 9305 of Title 9. With the elimination of this office, the Act also removes all references to “county comptroller” in the Delaware Code and makes necessary conforming amendments.
