An Act To Amend Title 18 Of The Delaware Code Relating To The Required Coverage For Volunteer Ambulance Company Services. [SB-207]
In 1999, House Bill 332 established new response time goals and certification standards for the delivery of basic life support and emergency medical services. In order to meet the new standards, volunteer ambulance companies needed to hire paid EMTs and ambulance attendants to ensure the availability of sufficient numbers of trained, certified staff on a 24 hour, 7 days a week basis to meet the new response time goals. An Act To Amend Title 29 Of The Delaware Code Relating To Lotteries. [SB-220]
This Bill implements the recommendations of the Lottery & Gaming Study Commission created by the 147th General Assembly. Effective July 1, 2014, certain video lottery equipment costs will be deducted prior to calculation of the State’s share of revenue. Effective July 1, 2015, the State’s share of gross table game revenues is revised to 15% and the table game license fee is eliminated beginning with the fee for fiscal year 2016. No changes are being made to the revenue sharing model as it relates to purses for the harness and thoroughbred industries.

This Bill represents the recommendations of the Blue Ribbon Task Force on the feasibility of opening Family Court proceedings to the public. The Bill provides that paternity, divorce, property division and alimony hearings are presumed to be public proceedings and that the Court has discretion to hold the proceedings in private for criteria specifically outlined. The Bill also clarifies that adoption, custody, visitation, third party visitation, termination of parental rights, guardianship, permanent guardianship, and Child Protection Registry hearings

An Act To Amend Title 16 Of The Delaware Code Relating To The Volunteer Firemen’s Pension Plan. [SB-240]
This bill clarifies that a participating volunteer fire company or ladies auxiliary in the Delaware Volunteer Firemen’s Pension Plan has the ability to withdraw from the plan. As part of that withdrawal process the company or auxiliary would pay a withdrawal liability payment that would be used to pay the retirement benefits of their member’s accrued benefits and ensure the actuarial soundness of the Fund for the remaining Employers.
