An Act To Amend Title 21 Of The Delaware Code Relating To Unattended Motor Vehicles. [HB-224]
Car theft was the primary impetus behind state codes prohibiting a motor vehicle owner to leave a car unattended with the keys in the ignition; a common habit to warm-up the vehicle during colder months. From 2013 to 2015, a total of 206 cars were stolen in Delaware due to the owner leaving the keys in the car while unattended; of these, 12 went unrecovered. Improved technology, such as remote starters, has instigated changes to these outdated statutes in several states. An Act To Amend Titles 11 And 29 Of The Delaware Code Relating To The Licensing Of Individuals To Carry Deadly Weapons Concealed. [HB-232]
This Act is designed to centralize and modernize Delawares system for licensing its citizens to carry concealed deadly weapons. The current statutory scheme dates as far back as the Code Revision of 1974 and was not designed to handle the volume of applicants and licensees that are being experienced today, a volume that has at times unfairly overwhelmed both the Courts and the Office of the Attorney General.

An Act To Amend Title 30 Of The Delaware Code Related To Procedure, Administration And Enforcement Of Liability For Taxes. [HB-252]
Section 1 of this Act enhances the States ability to collect delinquent taxes by (a) allowing for renewal of a judgment for unpaid taxes beyond the current 20 year limit for an additional term of 20 years, and (b) allows for recording of a judgment for unpaid taxes in any county of the State. Section 2 makes it clear that this legislation is effective as of July 1, 2017.

An Act To Amend Title 11 Of The Delaware Code Relating To Sentences For Sexual Offenses. [HB-259]
In 2006, Delaware enacted Jessicas Law, which requires first time offenders convicted of a specified sexual offense against a child under 14 years of age and individuals previously convicted of a Class A or B sexual offense in Title 11 and subsequently convicted of a specified sexual offense sentences be sentenced to at least 25 years in prison, up to life.

An Act To Amend Title 11 Of The Delaware Code Relating To Possession Of Deadly Weapons By Persons Prohibited And Title 16 Of The Delaware Code Relating To Health And Safety. [HB-285]
This Act is designed to create procedures in Delaware for making sure firearms are not in the hands of dangerous people while protecting due process and not creating a barrier to care for those suffering from mental illness.
