This legislation is modeled after “Right to Try” legislation, which has been enacted in Colorado and Louisiana, awaiting gubernatorial action in Missouri, introduced in Minnesota, New Jersey and in the U.S. Congress government, and included on a ballot referendum in November in Arizona. An Act To Amend Title 11 Of The Delaware Code Relating To Witnesses And Evidence. [SB-51]
This bill expands the definition of a person eligible to testify remotely by means of closed circuit television. In any prosecution involving an offense set forth in 11 Del. C. 3513(a), a court may order that the testimony of a victim or witness, regardless of age, be taken outside of the presence of a jury by means of closed circuit television.

An Act To Amend Title 7 Of The Delaware Code Relating To The Delaware Land Protection Act. [SB-64]
At the recommendation of the Joint Sunset Committee and in an effort to make it less difficult to find qualified members to fill the Open Space Council, this Act simplifies the appointment terms and expirations and requires that all three counties be represented generally, rather than require specific numbers of members from each county. The Joint Sunset Committee recommended in 2014 that the Board of Funeral Services (the Board) and the Division of Professional Regulation (the Division) review Chapter 24, Title 31 of the Delaware Code and submit in 2015 proposed legislation to bring the law up to date with current funeral services standards and practices. An Act To Amend Chapter 71, Volume 79 Of The Laws Of Delaware Relating To Certain Positions In The Justice Of The Peace Court. [SB-67]
This Act serves to permit those incumbents occupying upper-level management positions in the Justice of the Peace Court to elect to remain in classified service or move to exempt service. This change ensures that incumbent management employees have the choice of exempt status, which, in some instances, will be offered to their newly-hired subordinates. This option ensures equity among all Justice of the Peace Court upper-level management personnel.
