An Act To Amend Title 24 Of The Delaware Code Relating To The Board Of Mental Health And Chemical Dependency Professionals. [HB-347]
This bill changes the composition of the Delaware Board of Mental Health and Chemical Dependency Professional from thirteen total members to nine and lessens the required number of professional members to help ensure that there are no Board vacancies and that there is appropriate turnover of professional members.

An Act To Amend Title 21 Of The Delaware Code Relating To Special License Or Registration Plates. [HB-356]
This bill creates a special license plate urging motorists not to use electronic devices and drive. Having these plates visible on Delaware’s roadways will help raise public awareness and encourage drivers to keep their eyes on the road, not on their phones.

An Act To Amend Title 29 Of The Delaware Code Relating To Financial Disclosures. [HB-391]
This bill provides that every member of the General Assembly or person elected to state office shall disclose as part of their financial disclosure if they have received more than $10,000 in the last 10 years due to the sale of land, development rights, an agricultural conservation easement, a forest preservation easement or any other type of easement to the State of Delaware, any county, any municipality, any public instrumentality, or any government agency or organization.

An Act To Amend Title 15 Of The Delaware Code Relating To Elections. [HB-392]
At the recommendation of the Joint Sunset Committee, this Act establishes the Reports Appeals Subcommittee to hear and decide appeals of the State Election Commissioner’s decisions regarding tardy and incomplete reports. This Act takes effect on February 15, 2017, so that it does not add new requirements to the State Board of Elections and reporting parties during this year’s election cycle. This Act also makes technical corrections to conform existing law to the guidelines of the Delaware Legislative Drafting Manual.

This Act is the result of recommendations made by the Joint Sunset Committee, and makes several changes to the State Use Law: Updates the law to use People First Language, including changing the name of the Commission for the Purchase of Products and Services of the Blind and Other Severely Handicapped Individuals to the Commission for Statewide Contracts to Support Employment for Individuals with Disabilities. An Act To Amend Title 14 Of The Delaware Code Relating To Educator Evaluations. [HB-399]
This bill makes changes to the educator evaluation system. The General Assembly passed House Joint Resolution No. 6, as amended by House Amendment No. 1, directing the DPAS II Advisory Committee to establish a subcommittee in order to review and make recommendations for changes to the current educator evaluation system. The DPAS II Subcommittee issued its Final Report on March 31, 2016, and found that, while there were many issues surrounding the effectiveness of the DPAS II system, the major issue has been Component V, Student Improvement. An Act To Amend Title 14 Of The Delaware Code Relating To Charter Schools. [HB-435]
This Act seeks to strengthen certain aspects of Title 14 of the Delaware Code with respect to charter school audits and seeks to improve the relevant sections of the Title for consistency and cross-reference of terms.
