An Act To Amend Title 29 Of The Delaware Code Relating To State Procurement. [HB-3]
This bill requires that employers receiving contracts from the State shall certify in that contract that, in addition to already mandated fair business practices, the contractor shall ensure that its employees receive equal pay for equal work without regard to sex. The language permits pay differentials when they are based on a seniority system, merit system, or where pay is based on production factors.

An Act To Amend Title 14 Of The Delaware Code Relating To Public Schools. [HB-30]
This bill provides State funding to kindergarten through third grade for basic special education. State funding already occurs for intensive and complex special education during these grades. Currently the basic special education funding runs from fourth through twelfth grade. This bill is an effort to promote earlier identification and assistance for basic special education needs which should then mitigate costs over the long term.

An Act To Amend Title 19 Of The Delaware Code Relating To Employment Discrimination Based On Reproductive Health Decisions. [HB-316]
This bill prohibits discrimination in employment based upon an individual’s reproductive health decisions. Delaware laws currently prohibit discrimination on the basis of sex or pregnancy; however, this legislation makes it clear that an employer is expressly prohibited from taking adverse employment action against an individual based on his or her reproductive health care decisions. This bill does not create any new obligations or change any existing obligations related to insurance coverage of reproductive health care. This bill seeks to ensure

An Act To Amend Title 19 Of The Delaware Code Relating To Employment Discrimination Based On Family Responsibilities. [HB-317]
This bill prohibits discrimination in employment based upon an individual’s caregiving responsibilities. Workers should be judged on the merits of their performance at work, not their responsibilities at home. Five states and over 90 localities prohibit discrimination based on family responsibilities to some degree. This bill ensures Delaware workers with responsibilities for child care, elder care, or both, receive equal employment opportunities and are protected from discrimination in the workplace.

An Act To Amend Title 16 Of The Delaware Code Relating To Dextromethorphan. [HB-329]
This bill will ban the sale of dextromethorphan (DXM) to those under 18 years of age without a prescription to help combat the small number of teens who abuse DXM. Every year, millions of Americans use over-the-counter (OTC) medicines containing DXM to relieve cough symptoms. Cough medicine with DXM has been available over the counter in the United States for more than 50 years and is safe and effective when taken as recommended. This would maintain access to effective OTC cough medicine for Delawareans who use it to treat cough symptoms associated

At the recommendation of the Joint Sunset Committee (“Committee”), this Act establishes the Department of Elections Voting Equipment Selection Task Force (“Task Force”). The current voting equipment used in Delaware will need to be replaced by 2018 or 2020. The State Elections Commissioner has started reviewing the numerous options available on the market and requested that the Committee form a task force with legislative representation so that the Commissioner may present 3 to 5 options for purchase or lease. The Task Force’s recommendation is

An Act To Amend Title 4 And Title 29 Of The Delaware Code Relating To The Joint Sunset Committee. [HB-343]
The Joint Sunset Committee has existed since at least 1980 and, over time, it has become clear that the Committee's name does not accurately reflect all of the work that the Committee actually performs. The Committee has "sunsetted" an agency under review only twice in the history of the Committee’s existence: the Unemployment Appeals Board in 2003, which was reformed in 2005, and the Council on Manufactured Housing in 2015. Because "sunsetting" an agency is only one of the Committee’s many functions, the name "Joint Sunset Committee" has also grown

An Act To Amend Title 29 Of The Delaware Code Relating To State Recognition Of The Lenape Indian Tribe Of Delaware. [HB-345]
Under this Act, the General Assembly formally recognizes the Lenape Indian Tribe of Delaware ("the Tribe") as an American Indian tribe, not only to acknowledge the Tribe's rich history and culture, but also so that the Tribe may be recognized as eligible for the programs and services that the United States provides to Indians because of their status as Indians. For example, the federal Indian Arts and Crafts Act establishes the Indian Arts and Crafts Board ("the Board") of the U.S. Department of the Interior and authorizes the Board to establish

An Act To Amend Title 24 Of The Delaware Code Relating To Cosmetology And Barbering. [HB-346]
This Bill creates a licensure exemption for individuals engaged solely in the practice of hair braiding, which does not involve hair cutting, dyeing or the application of chemicals. In short, hair braiding is a low risk activity which does not require regulation. In the interests of public protection, the Bill adds a provision giving the Board authority to establish training standards for advanced practice techniques. Finally, the Board composition provision is revised to facilitate the appointment of Board members and bring public representation
