An Act To Amend Titles 11 And 16 Of The Delaware Code Relating To Sterilization, Life And Sustaining Care Of Cats. [HB-178]
This bill encourages spaying, neutering, and vaccination in order to limit the number of unwanted cats and protect the public from rabies and other diseases carried by unvaccinated animals. The bill defines “community cats” and “community cat caretakers” whereby one or more persons may provide food, shelter, or medical treatment for free roaming cats without becoming an “owner” for legal purposes. An Act To Amend Titles 14 And 29 Of The Delaware Code Relating To Oversight Of Charter Schools. [HB-186]
Currently, all school districts, including vocational schools, are subject to the Auditor of Accounts. Edits to the November 2010 Charter School Manual removed instructions for charter schools to go through Auditor of Accounts when contracting for audits. There is presently no legislative authority to require charter schools to submit to the Auditor of Accounts processes. An Act To Amend Titles 3 And 11 Of The Delaware Code Relating To Animal Cruelty. [HB-204]
This bill revises the procedure for impounding an animal which has allegedly been the subject of cruelty. The bill also creates a civil cause of action for Society for the Prevention of Cruelty to Animals to file suit against any person who engaged in cruelty to an animal. There is an express exemption from the ground of abandonment for releasing a cat as part of the Trap, Neuter and Release Program. An Act To Amend Title 10 Of The Delaware Code Relating To Juvenile Delinquency Proceedings And The Use Of Restraints On A Child. [HB-211]
This Act limits the use of shackles and other physical restraints on children appearing in juvenile delinquency proceedings except in situations where the court determines that the use of restraints is necessary and there are no less restrictive alternatives that will prevent flight or physical harm to the child or other courtroom participants.

An Act To Amend Title 16 Of The Delaware Code Relating To Selling Or Possessing Fireworks; Exceptions. [HB-218]
This bill allows ground-based and hand-held sparklers and certain other nonexplosive, nonairborne novelty items regulated by the federal government to be sold and used in the State. The bill does not legalize firecrackers, bottle rockets, aerials, or any other device that explodes or shoots into the air. The use of those items that may be sold only to persons 18 years of age and older is limited to July 4th and December 31st of each year and sales are limited to the 30 days prior to the allowable use day.
