New Subchapter XV, for which Sections 8 and 9 of this legislation provide, authorizes the creation of public benefit corporations. A public benefit corporation is a for-profit entity which is managed not only for the pecuniary interests of its stockholders but also for the benefit of other persons, entities, communities or interests. The purpose of this amendment is to allow innocent victims of motor vehicle collisions to access their own underinsured insurance benefits in circumstances where the victim’s damages are greater than the amount of the negligent driver’s insurance policy limits. An Act To Amend Title 21 Of The Delaware Code Relating To Vehicle Speed Monitoring Systems [SB-95]
This Act establishes a 2 year pilot program which authorizes the City of Dover and the City of Wilmington police agencies to initiate camera and video enforcement of speed limits within mile of any work zone and/or school. Similar to the red light cameras currently in use in this State, the vehicle speed monitoring systems authorized under the pilot program will produce recorded images of motor vehicles traveling at least 11 miles per hour above the posted speed limit.
