An Act To Amend Title 21 Of The Delaware Code Relating To Commercial Learner Permits And Commercial Driver Licenses. [SB-39]
This bill will bring Delaware into compliance with Federal Motor Carrier Safety Administration’s new commercial driver license and commercial learner permit issuance standards. Much of the bill is housekeeping and includes changes such as altering the language "commercial driver instructor permit" to "commercial learner permit", changing the language "non-resident" to "non-domiciled", adding new definitions, and adding commercial learner permit specifications to Delaware law. An Act To Amend Title 11 Of The Delaware Code Relating To The Possession Of Firearms During The Commission Of A Felony. [SB-40]
This Act will increase the penalties imposed upon repeat offenders convicted of the crime of Possession of a Firearm During the Commission of a Felony by adding that crime to the list of serious violent felonies that can serve as predicate offenses that trigger Delaware’s Habitual Criminal statute.

An Act To Amend Title 8 Of The Delaware Code Relating To The General Corporation Law. [SB-47]
New Subchapter XV, for which Sections 8 and 9 of this legislation provide, authorizes the creation of public benefit corporations. A public benefit corporation is a for-profit entity which is managed not only for the pecuniary interests of its stockholders but also for the benefit of other persons, entities, communities or interests. Delaware General Corporation Law Sections 362(a) and 365(a) create and impose on directors of public benefit corporations a tri-partite balancing requirement. An Act To Amend Title 29 Of The Delaware Code Relating To The Redistricting Of The General Assembly. [SB-48]
This bill will create a process to have an eleven-member Commission appointed every ten years to redistrict the Senate and House of Representatives of the Delaware General Assembly. “The Redistricting Commission for the State of Delaware” will consist of ten members appointed by the leadership of the House and Senate majority and minority parties. An Act To Amend Title 18 Of The Delaware Code Relating To Insurance. [SB-61]
The purpose of this amendment is to allow innocent victims of motor vehicle collisions to access their own underinsured insurance benefits in circumstances where the victim’s damages are greater than the amount of the negligent driver’s insurance policy limits. An Act To Amend Title 29 Of The Delaware Code Relating To Certain Positions In The Justice Of The Peace Court. [SB-77]
This legislation designates upper-level management positions in the Justice of the Peace Court from classified service to exempt service, consistent with similar positions in the Superior Court, Family Court and Court of Common Pleas. An Act To Amend Title 6 Of The Delaware Code Relating To The Clean Credit And Identity Theft Protection Act [SB-92]
This bill reduces the fee for an initial security freeze from twenty dollars to ten dollars, and from twenty dollars to five dollars for senior citizens. This bill also adds agencies and organizations exempted from placing a security freeze.

An Act To Amend Title 21 Of The Delaware Code Relating To Vehicle Speed Monitoring Systems [SB-95]
This Act establishes a 2 year pilot program which authorizes the City of Dover and the City of Wilmington police agencies to initiate camera and video enforcement of speed limits within mile of any work zone and/or school. Similar to the red light cameras currently in use in this State, the vehicle speed monitoring systems authorized under the pilot program will produce recorded images of motor vehicles traveling at least 11 miles per hour above the posted speed limit.
