This bill is the result of a recommendations made by the Joint Sunset Committee relating to the sunset review of the Board of Parole. This bill amends the composition of the Delaware Sentencing Accountability Commission (SENTAC) by adding the Chairperson of the Board of Parole or the Chairperson’s designee, as well as the Chairperson of the Board of Pardons or the Chairperson’s designee, to serve as members on the Commission.

An Act To Amend Title 24 Of The Delaware Code Relating To Cosmetology And Barbering. [SB-133]
This Bill adds a definition and requirements for the professional-in-charge, the licensee who is responsible for the operation of a shop, including ensuring that employees are licensed. Unlicensed practice has been a challenge for the Board and adding requirements for shop supervision will help address this challenge. This Bill also strengthens good standing requirements for reciprocity applicants and adds a provision that applicants may not have open disciplinary matters pending against them. An Act To Amend Title 24 Of The Delaware Code Relating To Manufactured Home Installation. [SB-134]
This Bill amends the Board’s provisions relating to discipline in order to make the Board’s licensing law consistent with other Title 24 boards. The Bill specifies the grounds for discipline and possible disciplinary sanctions. A provision is added to permit emergency suspension of a license or certificate. An Act To Amend Title 14, Chapter 5 Of The Delaware Code Relating To Reporting And Oversight, Innovation, And Collaboration Of Charter Schools. [SB-147]
This bill encourages the sharing of best practices by requiring that charter schools include innovation information in their annual reports and that the Secretary of Education report on how successes at charter schools can be implemented throughout Delaware’s public education system. It further establishes a “Committee for Promoting Charter-District Collaboration” to consider the current state of collaboration between public charter schools and traditional public schools and to develop recommendations for strengthening such collaboration.
