This bill makes several changes to the statutes regulating pawnbrokers, secondhand dealers and scrap metal processors. An Act To Amend Title 29 Of The Delaware Code Relating To The Disclosure Of Council Or Board Membership. [HB-172]
This bill requires that a person elected to a state office or appointed to fill a vacancy in an elective state office, or who has filed as a candidate for an elective state office disclose the name and address of every nonprofit organization, civic association, community association, foundation, maintenance organization, or trade group incorporated in the State or having activities in the State, or both, of which the person is a council member or board member.

An Act To Amend Title 25 Of The Delaware Code Relating To The Unit Property Act. [HB-183]
Section 1 amends 2201 to provide a reference to the appropriate section of the Delaware Uniform Common Interest Ownership Act, 25 Del. C. 88-101, et seq., (“DUCIOA”) that serves as a roadmap for those provisions of DUCIOA that apply to existing condominiums that were formed under the Unit Property Act. Section 2 amends 2202(18) to substitute as the definition of a “reserve study” under the Unit Property Act the current definition from DUCIOA for a reserve study, so that the two acts are consistent. An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses, Animals, And Penalties. [HB-2]
This bill increases the penalties for animal fighting, baiting, and attendance from a class F felony to a class E felony, and increases the penalties for being present where an exhibition of fighting and/or baiting is being prepared and knowing that the exhibition is about to take place from a class G felony to a class F felony. This bill also expands the penalty provisions to allow a court to order persons convicted under 1326 to attend mandatory counseling and/or psychological treatment, and to pay the costs of treatment and/or counseling.

An Act To Amend Title 11 Of The Delaware Code Relating To The Crime Of Murder In The First Degree And The Classification Of Offenses. [HB-204]
On December 22, 2008, Delaware City Fire Company paramedic Michelle Smith was tragically killed in the line of duty by a reckless driver. Under current Delaware law, a person who recklessly causes the death of an on-duty law enforcement officer, corrections employee or fire fighter is guilty of murder in the first degree and eligible for capital punishment. An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-206]
This bill increases the penalties for the crime of “sex offender unlawful sexual conduct against a child” when the victim is under the age of eighteen and has a cognitive disability. Additionally, the bill amends the definition of “without consent” as it applies to sex crimes to help protect individuals with cognitive disabilities.
