An Act To Amend Title 16 Of The Delaware Code Relating To The Delaware Healthy Children Program. [HB-139]
This Bill extends Delaware’s Childrens’ Health Insurance Program (CHIP) to include reduced-cost health insurance coverage for children of families with personal incomes above 200% of the Federal Poverty Level. However, a cost-sharing program is to be implemented under CHIP whereby payments, as determined by DHSS, must be paid on behalf of the child for such care; notwithstanding the above, the cost-sharing provision of the bill is designed to have the new program impose no cost whatsoever on the State unless funds are specifically appropriated for (continued...)

An Act To Amend Title 18 Of The Delaware Code Relating To The Cancellation Or Nonrenewal Of An Automobile Insurance Policy. [HB-140]
This bill provides that an automobile insurance policyholder transferred between authorized insurers within the same insurance group is not a cancellation or nonrenewal if the premium is not increased and coverage is not reduced. The policyholder must be notified of the transfer in writing.

An Act To Amend Title 29 Of The Delaware Code Relating To Prevailing Wage Requirements. [HB-145]
This Bill corrects inconsistencies with respect to including the type of construction as a qualifier for a particular trade’s prevailing wage rate, and provides for a method to establish wage rates at the end of any five year term. It also provides that if the rate is not determined to be the collective bargaining rate, then the rate determined by the annual survey shall be the rate for a five year period, subject to raises tied directly into the prior year’s pay raise for State employees. An Act To Amend Title 13 Of The Delaware Code Relating To Domestic Violence [HB-146]
This bill allows, but does not require, the Domestic Violence Fatal Incident Review Team (FIRT) to review near deaths resulting from domestic violence. This bill does not otherwise modify the existing procedures for FIRT reviews and investigations of deaths resulting from domestic violence.

An Act To Amend Title 10 Of The Delaware Code Relating To Pleadings And Practice. [HB-155]
This bill ensures that for a period of two (2) years beginning July 1, 2009, victims of childhood sexual assaults by adult public sector employees may bring actions. Additionally, in the future sovereign immunity is waived as to the State and its political subdivisions, including school districts, for sexual abuse of a minor by an adult.

An Act To Amend Title 29 Of The Delaware Code Relating To Powers, Duties, And Functions Of The Secretary Of The Department Of Health And Social Services. [HB-159]
This bill requires the Department of Health and Social Services to adopt regulations that require at least one hour of training annually for certified, licensed, or registered healthcare providers, as well as for healthcare providers who are partially or fully funded by the State, who provide services to persons diagnosed as having Alzheimer’s disease or other forms of dementia, or with mental illness.
