An Act To Amend Title 30 Of The Delaware Code Relating To Gross Receipts Taxes. [HB-495]
This Act decreases certain business and occupational tax rates, known as gross receipt taxes, by 6.7% across the board. The reduction is funded by a reduction in the State workforce by 500 positions, through attrition, implemented on a rolling basis. The $13 million in savings resulting from workforce reduction covers the 6.7% Gross Receipts tax reduction, valued at $13 million. Additional State revenue is expected as a result of businesses having an additional $13 million to put back into the economy.

An Act To Amend Title 29 Of The Delaware Code Relating To Unpaid Leaves Of Absence. [HB-53]
This bill prohibits the granting of a leave of absence to a State employee for the purpose of serving a term of incarceration imposed upon the employee after a conviction. The term ‘State employee’ is defined as any position of State employment, except a Constitutionally-created position or an elected position. The definition of conviction which is defined in 11 Del. C. 222(3) is “a verdict of guilty by the trier of fact, whether judge or jury, or a plea of guilty or a plea of nolo contendere accepted by the court.”

An Act To Amend Title 29 Of The Delaware Code Relating To The Delaware Compensation Commission. [HB-55]
This bill changes the name of the Delaware Compensation Commission to the Delaware Salary Survey Commission. The salary recommendation report issued every four years is an advisory report which does not bind the Governor, the General Assembly, or the Joint Finance Committee. Offices presently covered by the Compensation Commission are expected to generally receive the same pay raises received by general State employees. The Delaware Salary Survey Commission’s reports will be available in case market conditions require adjustments in compensation
