An Act To Amend Title 24 Of The Delaware Code Relating To Registration To Practice Medicine. [HB-458]
This act improves the licensure and renewal requirements of Delaware law for physicians. Section 1 requires disclosure an applicant for licensure or renewal to disclose any professional regulatory investigation, and requires physicians to be fingerprinted by the State Bureau of Identification at least every ten years. Section 2 authorizes the State Bureau of Identification to release any subsequent criminal history it receives regarding licensees to the Board of Medical Practice, and Section 3 requires the Board to review that information at least (continued...)

An Act To Amend Titles 24 And 29 Of The Delaware Code Relating To The Medical Practice Act, The Board Of Medical Practice And The Department Of State. [HB-459]
This act improves the reporting process of the Board of Medical Practice by strengthening the Board's authority to police unprofessional conduct and clarifying and simplifying the Board's administrative procedures to improve the efficiency of the board and its ability to work with law enforcement. This act also makes certain similar changes that would affect all boards administered by the Division of Professional Regulation. An Act To Amend Title 21 Of The Delaware Code Relating To Penalties For Violations Of Required Motor Vehicle Insurance, Including Fictitious Proofs Of Insurance. [HB-462]
This bill provides for mandatory fines, which may not be suspended, for the violation of motor vehicle insurance laws in 21 Del.C. 2118, and for the unlawful possession, manufacture, sale, distribution, or circulation of fictitious insurance ID cards or any fictitious proof of insurance in 21 Del.C. 2118A.

An Act To Amend Title 30 Of The Delaware Code Relating To Personal Income Tax And Modifications Thereto. [HB-48]

An Act To Amend Title 11 Of The Delaware Code Relating To Crimes And Criminal Procedure. [HB-485]
This bill defines the Division of Professional Regulation as a "criminal justice agency" for purposes of Chapters 85 and 86 of Title 11. As a result, the Division will be provided greater access to information maintained by the State Bureau of Identification and Delaware Criminal Justice Information System (DELJIS). An Act To Amend Titles 30, 12, And 3 Of The Delaware Code Relating To The Delaware Estate Tax. [HB-492]
Many Delaware domiciliaries own homes in other states that have no estate tax. The Delaware estate tax law could have the unintended effect of causing these Delaware domiciliaries, who currently pay Delaware income tax, to change their state of domicile to another state to avoid the Delaware estate tax, thereby reducing the amount of income tax collected by the State. For this reason, the bill’s provisions will return as they were immediately prior to the date when the present statute was enacted.
