An Act To Amend Title 6 Of The Delaware Code Relating To Commerce And Trade. [HB-248]
This bill amends the Delaware Code concerning commerce and trade by during a declared state of emergency and shortly thereafter prohibiting the unjustified overpricing of gasoline which is essential to the promotion of the general health, safety and welfare. Specifically, an increase of over 10% beyond the pre-emergency price shall be prohibited as excessive.

An Act To Amend Title 11 Of The Delaware Code Relating To Bail. [HB-252]
This Act is intended to clarify the intent of the General Assembly as to H.B. 39, enacted during the 147th session. This Act clarifies that the General Assembly has conferred jurisdiction on the Justice of the Peace Court and the Court of Common Pleas to enter an order temporarily revoking bail on an “original offense” when a person has been charged with committing a “subsequent offense,” as those terms are defined by 11 Del. An Act To Amend Title 21 Of The Delaware Code Relating To Special License Plates. [HB-253]
This bill creates a “Stop Child Abuse” license plate, with proceeds going to the Protecting Delaware’s Children Fund. The initial fee is $50, including a $15 administrative fee. Annual renewal will cost $40 in addition to the regular registration fee.

An Act To Amend Title 21 Of The Delaware Code Relating To Driver’s License And Veteran Identification. [HB-255]
This bill would add information regarding veteran status to the Delaware Driver’s License or Identification Card upon request. This would eliminate the need for a veteran to carry a separate card or official discharge papers in order to prove their service.

An Act To Amend Chapter 7, Volume 78, Laws Of Delaware Relating To Public Education. [HB-259]
This bill removes the sunset provision from the public education unit count law adopted in the first session of the 146th General Assembly. The provision, previously set to expire April 1, 2012, was extended two years by legislation in the second session of the 146th General Assembly. Removing the provision allows the law to continue permanently beyond April 1, 2014.

An Act To Amend Title 11 Of The Delaware Code Relating To Violation Of Privacy. [HB-260]
This bill adds to the existing crime of Violation of Privacy additional prohibited conduct related to the non-consensual dissemination of visual depictions containing nudity or sexual acts, conduct popularly referred to as “revenge porn”. “Revenge porn” typically refers to the situation where visual depictions are consensually given to an intimate partner who, after the end of the relationship, later disseminates them without the consent of the person depicted. This bill requires an operator of an Internet website, online service, online application, or mobile application who has actual knowledge that a child is using its Internet website, online service, online application, or mobile application to permit a person who is a registered user to remove, or request the operator remove, content posted by the person when the person was a child, except in certain circumstances. An Act To Amend Title 30 Of The Delaware Code Relating To State Taxes. [HB-27]
This bill allows school taxes and property taxes to be collected by tax intercept. The current law specifically prohibits school taxes from being collected by tax intercept. Currently millions of dollars of property taxes are owed to school districts and local governments and such taxes are difficult to collect. Tax intercept programs have been successful in collecting child support and other obligations owed the State and will help collections for education and other taxes.
