An Act To Amend Title 14 Of The Delaware Code Relating To The Tax Rate And Enrollment For The Sussex County Vocational-technical High School District. [HB-100]
This Act establishes a new tax rate ceiling for the next two years and then sunsets to its original level in year three. Also this Act limits total enrollment over the next three years and provides limitations on applicant selection.

An Act Proposing An Amendment To Article Viii Of The Delaware Constitution Relating To Revenue And Taxation. [HB-104]
This Act places a constitutional limitation on base general fund operating appropriations. However, appropriations deemed as emergencies involving the health, safety, or welfare of the citizens of the State that are approved by three-fifths of the members elected to each House of the General Assembly are not included in the limitation.

An Act To Amend Title 21 Of The Delaware Code Relating To Vehicle Equipment. [HB-114]
As promoted in the Delaware Division of Motor Vehicles Motorcycle Operator Manual, it is recommended to motorcycle, Mopeds, and Motorized Scooter operators that they temporarily flash brake lights when stopping in order to increase visibility to other motorists. There are aftermarket products available that will automatically flash the brake lights up to five times, however these products are currently prohibited in the Delaware Code under the prohibition on flashing lights. An Act To Amend Title 24 Of The Delaware Code Relating To Cosmetology, Barbering, And Licensure Of Aestheticians. [HB-123]
This bill revises the statutory provisions relating to reciprocity requirements for barbers, cosmetologists, and aestheticians. Currently an applicant from a state with licensure standards less stringent than those of Delaware must show 5 continuous years of practice in the other state immediately preceding application to Delaware, in order to receive a Delaware license under reciprocity provisions. An Act Proposing An Amendment To The Delaware Constitution Relating To The Realty Transfer Tax. [HB-124]
The Delaware Farmland Preservation Fund was created under the Delaware Agricultural Lands Preservation Act in order to conserve, protect, and encourage improvement of agricultural lands within the State. The Legislature has previously expressed its desire that $10 million in receipts from the State Realty Transfer Tax be allocated annually to this fund in order to accomplish its goals. An Act To Amend Title 13 Of The Delaware Code Relating To Orders Of Support. [HB-131]
Section 1 of this bill deletes 513(b)(1)c. in its entirety. This provision is no longer necessary as Federal law mandates withholding any time there is an order for support. Section 2 of this bill will strengthen and update the civil enforcement section of the Code relating to child support and medical support. An Act To Amend Title 14 Of The Delaware Code Relating To School Board Elections. [HB-138]
Currently, the Sussex Tech School Board consists of 7 members appointed by the Governor, who serve 7 year terms. This bill will establish a 7 member board that is elected to serve for a 4 year term. There will be one board member elected from each Public School District with territory in Sussex County, to occur at the same time as local school board elections. The elections will be staggered and occurring on even numbered years, with the first elected terms to begin on July 1, 2016.

An Act To Amend Title 29 Of The Delaware Code Relating To Dna Analysis And Data Bank. [HB-141]
Currently the law requires that any person convicted of a crime identified under the section identifying sexual offenses, or offenses relating to children and incompetents must submit to DNA testing. The DNA testing is compiled and stored in the state DNA database. As many of these individuals are prone to repeat offenses, this database has proven to be a useful crime solving tool.
