An Act To Amend Chapter 288, Volume 64, Laws Of The State Of Delaware, The Charter Of The Town Of Laurel Relating To The Alderman And Assistant Alderman [SB-231]
This Act serves to codify numerous policies that promote the autonomy of the Alderman’s Court and thereby foster public confidence in the Court. The Act describes the processes of nomination, appointment by the Governor and confirmation by the Senate. Pursuant to this Act, many of the policies applicable to the Magistrate’s Court are applied to Alderman’s Court, such as requirements to segregate the Court from the Town’s offices. It also codifies standards relating to vacancies, qualifications, duties and jurisdiction.

An Act To Amend Titles 7, 11, And 23 Of The Delaware Code Relating To Environmental Violations. [SB-258]
This legislation declassifies a number of minor violations associated with wildlife, hunting, fishing and boating by changing them from Class C and Class D environmental misdemeanors to environmental violations. These environmental violations will not be reported on criminal history records kept by The Delaware Criminal Justice Information System (DELJIS); however DNREC is authorized to retain records on environmental violations to ensure that second offenses and higher penalties are pursued when appropriate. An Act To Amend Title 29 Of The Delaware Code Relating To Lobbyists. [SB-49]
This bill prohibits a former member of the General Assembly from acting as a lobbyist for a period of two years after such person leaves office. Any person who knowingly violates this section shall be guilty of an unclassified misdemeanor.

An Act To Amend Title 29 Of The Delaware Code Relating To The General Assembly. [SB-50]
This Act would prohibit any member of the General Assembly from being employed by the State of Delaware while in office, unless the member was already a State employee at the time the member was elected to the General Assembly, or the member became a State employee prior to enactment of this law. For purposes of this act, service in the General Assembly, in and of itself, shall not be construed as employment by the State of Delaware.

An Act To Amend Title 24 Of The Delaware Code Relating To Pawnbrokers, Secondhand Dealers And Scrap Metal Processors. [SB-63]
The Delaware State Police regulate scrap metal processors by requiring them to be licensed and to report electronically the receipt of certain articles which may turn out to be stolen so that they can be recovered by law enforcement agencies and returned to their lawful owner. This amendment more closely conforms the scope of the reporting requirement to the statutory definition of a scrap metal processor. See 24 Delaware Code 2301(6). This amendment will subject automotive dismantlers, or junkyards, to additional electronic reporting requirements
