Criminals who attempt to prevent victims or witnesses from cooperating with the investigation and prosecution of crimes pose a real and growing threat to public safety and the orderly administration of justice. This Act seeks to deter criminals and their associates from harassing and intimidating victims and witnesses by increasing the punishment imposed upon those convicted of the existing crimes of Act of Intimidation and Aggravated Act of Intimidation. An Act To Amend Title 24 Of The Delaware Code Relating To Pawnbrokers, Secondhand Dealers And Scrap Metal Processors. [SB-194]
This Bill seeks to do four things. First, it brings the reporting requirements for pawnbrokers and secondhand dealers in line with those of the scrap metal processors. Next, it extends the deadline for reporting for scrap metal processors to close of business the next day. Third, it makes a clear exemption for businesses that take in trade ins as a substantial part of its business. Finally, it adds a cease and desist provision for those operating without a license.

An Act To Amend Title 12 Of The Delaware Code Relating To Escheatment. [SB-215]
This Act forbids the State Escheator from paying outside auditors by commission. This Act also requires re-bidding of auditing contracts at least every 3 years. An Act To Amend Title 29 Of The Delaware Code Relating To Lotteries. [SB-220]
This Bill implements the recommendations of the Lottery & Gaming Study Commission created by the 147th General Assembly. Effective July 1, 2014, certain video lottery equipment costs will be deducted prior to calculation of the State’s share of revenue. Effective July 1, 2015, the State’s share of gross table game revenues is revised to 15% and the table game license fee is eliminated beginning with the fee for fiscal year 2016. No changes are being made to the revenue sharing model as it relates to purses for the harness and thoroughbred industries.
