Establishing A Workers' Compensation Task Force. [HJR-3]
This joint resolution establishes a task force to study the workers’ compensation system. In the past two years, approved premium rates in the voluntary market for workers’ compensation insurance have increased almost 26%. This rate of growth threatens economic growth in this State, particularly for small businesses and those in the construction industry. The Task Force will be responsible for reviewing the recent increases and proposing findings and recommendations to the Governor and General Assembly on or before May 14, 2013.

An Act To Amend Title 29 Of The Delaware Code Relating To Cemetery Registration And The Distress Relief Fund. [SB-11]
The primary objective of this legislation is to clarify some of the existing wording of Title 29, Chapter 79A. Cemetery Registration and Distressed Cemetery Fund. The proposed legislation would make the objectives of the Cemetery Board lucid by clarifying the board’s objective, nature of board member duties, as well as the board’s powers.

An Act To Amend Title 11 Of The Delaware Code Relating To Advanced Emergency Technicians And Paramedics. [SB-12]
This bill adds AEMTs and paramedics to the class of victims that raises the level of offense to a class A misdemeanor. This change is necessary because last year, SB 210, which updated EMS practitioner titles, was enacted into law but those new titles were not added to the Criminal Code where the EMS titles are also used.

An Act To Amend Title 14, Chapter 5 Of The Delaware Code Relating To Reporting And Oversight, Innovation, And Collaboration Of Charter Schools. [SB-147]
This bill encourages the sharing of best practices by requiring that charter schools include innovation information in their annual reports and that the Secretary of Education report on how successes at charter schools can be implemented throughout Delaware’s public education system. It further establishes a “Committee for Promoting Charter-District Collaboration” to consider the current state of collaboration between public charter schools and traditional public schools and to develop recommendations for strengthening such collaboration.

Criminals who attempt to prevent victims or witnesses from cooperating with the investigation and prosecution of crimes pose a real and growing threat to public safety and the orderly administration of justice. This Act seeks to deter criminals and their associates from harassing and intimidating victims and witnesses by increasing the punishment imposed upon those convicted of the existing crimes of Act of Intimidation and Aggravated Act of Intimidation.
