An Act To Amend Titles 18 And 19 Of The Delaware Code Relating To Workers' Compensation Insurance. [HB-373]
This Act makes substantial changes to Titles 18 and 19 of the Delaware Code designed to control the level of workers’ compensation premiums in Delaware. An Act To Amend Title 6 Of The Delaware Code Relating To Homeless Persons. [HB-378]
This Bill provides persons experiencing homelessness protection from discrimination while on the streets and when seeking access to housing, employment, and temporary shelter as necessary to end their episode of homelessness. This Bill amends Title 6 by adding Chapter 78, “Homeless Persons Bill of Rights”, that provides basic legal and civil protections and ensures equal treatment for persons experiencing homelessness in Delaware.

An Act To Amend Title 29 Of The Delaware Code Relating To The Jockeys Health And Welfare Benefit Board. [HB-38]
This bill changes the membership of the Jockeys Health and Welfare Benefit Board to include, among the six-member board, one active Delaware jockey and one retired Delaware jockey participating in the benefit program rather than two active Delaware jockeys. The Jockeys Health and Welfare Benefit Board administers the Delaware Jockeys Health and Welfare Benefit fund that provides health and other welfare benefits for active, disabled, and retired jockeys.

An Act To Amend Title 7 Of The Delaware Code Relating To Finfish. [HB-41]
This bill forbids the possession, sale, offer for sale, and distribution of shark fins in the State of Delaware. Shark finning (whereby a shark is caught, its fins cut off and the carcass dumped back in the water while the shark is still alive) is already prohibited by federal law and Delaware regulations and is not currently being practiced by Delaware fishermen. However, the possession, sale or distribution of shark fins produced by live-finning outside the United States is still legal in Delaware. An Act To Amend Title 7 Of The Delaware Code Relating To Liquefied Natural Gas Terminals. [HB-54]
This bill addresses the regulation of any potential location of a liquefied natural gas terminal in the State of Delaware. Such a facility is treated under this legislation the same way as incinerators. That is, any such facility would require a permit from DNREC and such permit would issue only where the liquefied natural gas terminal was located in an area zoned for heavy industrial activity and was at least 3 miles from residential communities, churches, parks, schools and hospitals.

This Bill clarifies that parties to a franchise agreement are not within the definition of "employee" under the Wage Payment and Collection Act of the State. An Act To Amend Title 11 Of The Delaware Code Relating To Prohibited Conduct In Connection With Large-capacity Magazines. [HB-58]
This bill would prohibit the manufacture, sale, purchase, transfer or delivery of large-capacity magazines, which are defined as ammunition feeding devices with the capacity to accept more than 10 rounds. Acknowledging that thousands of law-abiding Delawareans currently possess large-capacity magazines lawfully, the bill would make such possession unlawful only if it occurs in a public place while in possession of a firearm capable of accepting it.
