An Act To Amend Title 29 Of The Delaware Code Relating To Public Works Contracts. [HB-270]
This bill requires all contractors, subcontractors and independent contractors performing work under a public works contract to have an occupational and/or business license. Furthermore, this bill requires that all contractors verify that its subcontractors and independent contractors have an occupational and/or business licenses. A violation of this new section may result in a civil penalty.

An Act To Amend Title 16 Of The Delaware Code Relating To Clandestine Laboratories. [HB-28]
This bill makes it a crime to operate or attempt to operate a clandestine laboratory defined as any location on or in which a person assembles any chemicals or equipment which are intended to be used to or have been used to unlawfully manufacture a controlled substance or other substance in violation of the Uniform Controlled Substance Act. An Act To Amend Title 19 Of The Delaware Code Relating To Employment Practices. [HB-294]

An Act To Amend Title 6 Of The Delaware Code Relating To Commerce And Trade And The Safe Destruction Of Documents Containing Personal Identifying Information. [HB-295]
This bill will create a new chapter regarding the safe destruction by business entities of documents containing personal information. Aggrieved customers will have a civil action to recover potential treble damages. In addition, the Attorney General may file suit or bring an administrative enforcement proceeding against the business in violation if it is in the public interest. Banks, financial institutions, and certain other regulated institutions are exempt, as are governments and their subdivisions, agencies and instrumentalities.

An Act To Amend Title 29 Of The Delaware Code Relating To Licenses And Permits Issued To Service Members And Their Spouses Under The Authority Of The Division Of Professional Regulation. [HB-296]
The bill allows professional licensing boards to recognize military education, training and experience when reviewing credentials and issuing licenses and aims to assist service personnel and their spouses in obtaining and/or renewing professional licenses when transitioning from active duty. The bill further allows boards to issue service personnel temporary licenses when he or she holds a valid license from another state. The current Delaware law only allows Boards to do so for military spouses.

An Act To Amend Title 9 Of The Delaware Code Relating To Dogs. [HB-297]
This bill clarifies when an animal control constable or dog warden may impound a dog that is suspected of being dangerous or potentially dangerous. The bill makes clear that any of the paragraphs constitutes grounds. In addition, the bill removes largely redundant language referencing an exception for the dog owner’s property.
