An Act To Amend Chapter 412, Volume 80 Of The Laws Of Delaware Relating To The Juvenile Offender Civil Citation Program. [HB-308]
This Act removes the sunset provision contained in Volume 80, Chapter 412 of the Laws of Delaware (formerly House Bill No. 405, as amended, of the 148th General Assembly) that is set to expire the law on September 8, 2018. The purpose of Volume 80, Chapter 412 of the Laws of Delaware is to prevent first-time juvenile offenders charged with certain minor misdemeanors from entering into the juvenile criminal justice system by providing law enforcement with a civil citation procedure as an alternative to arrest.

An Act To Amend The Charter Of The City Of Wilmington Relating To Qualifications For Mayor. [HB-322]
This bill lowers the mayoral age requirement from 30 to 25. This change makes the Mayors age requirement consistent with that for City Councilmen. Under the City s Charter, if the Mayor resigns, dies or is unable to perform his/her duties, the Council President takes the Mayors place. This succession would prove problematic if the Council President does not meet the age requirement for Mayor.

An Act To Amend Title 11 Of The Delaware Code Relating To Firearms. [HB-330]
This bill changes the age of a person to whom another person can sell, give or transfer a firearm or ammunition for a firearm from 18 to 21. However, this bill permits a person to sell, give or transfer a firearm or ammunition for a firearm to a person under 21 years of age if the person under 21 is an active member of the United States Armed Forces or a law-enforcement officer or possesses a license to carry a concealed deadly weapon. An Act To Amend Title 16 Of The Delaware Code Relating To Benzodiazepine And Non-benzodiazepine Hypnotics. [HB-331]
This bill creates regulations concerning the use, distribution and education of Benzodiazepine and Non-benzodiazepine Hypnotics. An Act To Amend Titles 6 And 31 Of The Delaware Code Relating To Financial Exploitation. [HB-332]
This bill mandates reporting by certain employees of broker-dealer or investment adviser firms who have a reasonable belief that financial exploitation of an eligible adult has occurred, been attempted, or will be attempted. Reporting will be to both the Investor Protection Director and the Department of Health and Social Services. It also enables broker-dealers and investment advisers to delay disbursement from an account of an eligible adult where financial exploitation is suspected.

An Act To Amend Title 11 Of The Delaware Code Relating To Release Of Persons Accused Of Crimes. [HB-339]
This bill allows children under the age of 18 to be transferred to the Department of Corrections only after adjudication and an imposition of a sentence of incarceration. Currently, Delaware permits juveniles charged with adult offenses to be held in default of bail in the custody of the Department of Corrections. The trend nationwide is to hold juveniles charged with adult offenses in juvenile facilities pretrial as these facilities provide educational and rehabilitative programs.

An Act To Amend Title 29 And Title 30 Of The Delaware Code Relating To Interactive Fantasy Sports Contests. [HB-340]
This bill makes several updates and clarifications to the Interactive Fantasy Sports bill signed into law on July 26, 2017. The updates reflect the assignment of the regulation and tax administration to the Division of Gaming Enforcement and the Division of Revenue.
