An Act To Amend Title 12 Of The Delaware Code Relating To Guardianships. [HB-227]
To preserve judicial resources while still providing appropriate protections for minors, this legislation modifies the current requirement to appoint a guardian in all cases involving minors who receive money or property through settlements, bequests, or other transfers. To protect the ultimate beneficiary, the funds must be deposited in certain approved financial instruments, as determined by court rule. An Act Proposing An Amendment To Article Iv, 11 Of The Delaware Constitution Relating To Certification Of Questions Of Law To The Supreme Court. [HB-232]
This is the first leg of a constitutional amendment that would expand the list of entities that may certify questions of law to the Delaware Supreme Court to include the highest appellate court of any foreign country and any foreign governmental agency that regulates the issuance or trading of securities.

An Act To Amend Chapter 7, Volume 78, Laws Of Delaware Relating To Public Education. [HB-259]
This bill removes the sunset provision from the public education unit count law adopted in the first session of the 146th General Assembly. The provision, previously set to expire April 1, 2012, was extended two years by legislation in the second session of the 146th General Assembly. Removing the provision allows the law to continue permanently beyond April 1, 2014.

An Act To Amend Title 6 Of The Delaware Code Relating To Child Online Protection. [HB-261]
This bill requires an operator of an Internet website, online service, online application, or mobile application who has actual knowledge that a child is using its Internet website, online service, online application, or mobile application to permit a person who is a registered user to remove, or request the operator remove, content posted by the person when the person was a child, except in certain circumstances. An Act To Amend Title 30 Of The Delaware Code Relating To State Taxes. [HB-27]
This bill allows school taxes and property taxes to be collected by tax intercept. The current law specifically prohibits school taxes from being collected by tax intercept. Currently millions of dollars of property taxes are owed to school districts and local governments and such taxes are difficult to collect. Tax intercept programs have been successful in collecting child support and other obligations owed the State and will help collections for education and other taxes.
